According to media reports, the Ministry of Education, together with nine other departments, issued the Action Plan for Improving the Quality of Vocational Education (2020? In 2023), one of the most attractive points is to encourage laid-off workers, migrant workers and high-quality farmers to apply for higher vocational education, and they can be exempted from taking cultural classes when applying for it. They don't need to test foreign languages and other knowledge like academic education, but only need to train schools to organize vocational skills tests or vocational adaptability tests for related majors.
It can be said that this plan has brought new hope to many migrant workers. Vocational education was far away from them, but with this plan, they may realize their dreams. You know, many migrant workers graduated from middle school, and many of them left the nine-year compulsory education and entered the society. Apart from some basic knowledge, they are blank about vocational skills, and do some extensive work with their physical strength. In fact, this is not conducive to the use of human resources, especially now.
Two, migrant workers and quality farmers receive higher vocational education, can they get academic qualifications? Vocational education never exists in isolation. China's vocational education has always been combined with academic education, which requires both academic qualifications and skills. Only by combining the two can students' employment competitiveness be improved.
In this plan, it is also explicitly mentioned that it is necessary to implement the legal responsibility of vocational schools to carry out academic education and training at the same time, and at the same time carry out vocational training for students and social workers, and further promote the pilot work of 1+X certificate, which means that if migrant workers are admitted to higher vocational colleges, they will not only have 1 academic certificate, but also a number of skill certificates.
Third, migrant workers need more policies to receive vocational education. It is a good thing for migrant workers to receive standardized vocational education. Their own quality and ability have improved, their employment competitiveness has become stronger, and their work benefits will also be improved accordingly. But do they really have this will? You know, their life pressure is generally great. Who will pay the tuition? Who will pay the salary during the training period? These are all very realistic questions.
I think we should mainly rely on policies to support, guide and encourage enterprises to promote migrant workers to enter vocational schools for training, and then give appropriate incentives, and track the career development of migrant workers to ensure the training effect, so that migrant workers can concentrate on training, and enterprises are willing to invest moderately.
For migrant workers, skills upgrading is the most important, followed by education, and the most important thing is to enhance their willingness to actively participate in learning.
