It is a public education service mainly provided by the government and closely related to the most concerned, direct and realistic vital interests of all the people. It is the basic premise and foundation to realize people's lifelong development.
The Outline of Education Planning clearly points out that by 2020, it is necessary to form educational equity that benefits all people, build a basic public education service system covering urban and rural areas, gradually realize the equalization of basic public education services, and narrow the regional gap. The Twelfth Five-Year Plan of the National Basic Public Service System takes the basic public education service system as an important content.
The service scope of basic public education in the Twelfth Five-Year Plan period was clarified, and inclusive preschool education, nine-year compulsory education and high school education were included in the service scope of basic public education, and the service standards of basic public education in the Twelfth Five-Year Plan period were clarified. During the Twelfth Five-Year Plan period, the basic public education service system will be further improved in accordance with the requirements of inclusiveness.
Establish a basic public education service system with compulsory education as the core, covering pre-school education and high school education, improve the education security policy system for migrant children of migrant workers, students with financial difficulties and disabled students, and basically build an educational information and resource sharing platform that serves the whole people.

The long-term effect of training and the complexity of people themselves make it difficult for education to evaluate and judge its efficiency at the moment with any definite and accurate quantitative indicators. When efficiency should be applied to the field of basic public education services, it is necessary to maintain a special rationality and extra vigilance.
