The local people's government is responsible for solving the problem of the treatment of retired teachers in vocational education and preschool education in state-owned enterprises. The people's governments of all provinces (autonomous regions and municipalities) shall formulate specific policies, measures and work plans according to the spirit of this notice and local conditions, and be responsible for organizing their implementation. According to the principle of territoriality, the local people's government is responsible for organizing and implementing the treatment of retired teachers in vocational education and preschool education in central enterprises (including SASAC supervision enterprises in the State Council and enterprises affiliated to other central departments). Central enterprises should conscientiously do relevant work in accordance with the requirements of local people's governments. Two, the term "state-owned enterprise vocational education institutions" as mentioned in this notice refers to the vocational schools, adult primary and secondary schools, technical schools and kindergartens organized by the central or local state-owned enterprises. According to the number and financial situation of retired teachers in vocational education and preschool education of state-owned enterprises in various places, the central finance arranges special funds to give subsidies. Five, the living allowance of retired teachers in state-owned enterprises can be paid by the local social insurance institutions, or determined by the local government. In order to keep abreast of the work trends, the people's governments of all provinces (autonomous regions and municipalities) shall, after receiving this notice, submit the members and contact information of the working institutions that solve the problem of the treatment of retired teachers in vocational education and preschool education in state-owned enterprises to the the State Council SASAC, and report the work progress, existing problems and relevant opinions and suggestions to the State-owned Assets Supervision and Administration Commission of the State Council in written form before the 5th of each month.
