Founded in 1984, China Association for Continuing Engineering Education (CACEE), led by Ministry of Human Resources and Social Security, is an academic, national and non-profit social organization that promotes the continuing education of professional and technical personnel, and is an important social force for the Party and the government to develop China's continuing education.

According to the Regulations on Continuing Education of Professional and Technical Personnel (Order No.25 of Ministry of Human Resources and Social Security), the time for professional and technical personnel to participate in continuing education should be no less than 90 hours per year. The training certificate can be used as an important basis for the assessment and evaluation of professional and technical personnel, post appointment (employment) and continuing education hours (see the description on the back of the certificate for details).
