Every county has industrial universities, all of which are state-run, mainly in engineering, and the engineering resources are richer than those of comprehensive national universities.

Tuition in national universities is very cheap. As long as it's not too bad (grades), you can get a semi-free tuition fee, which is less than 300,000 yen (about 20,000 RMB) a year, but the entrance fee is relatively high, which is 280,000 yen when you enter school, and it is basically not exempted.
