Legal analysis: The state provides the following preferential policies for secondary vocational education: (1) Free of tuition. All rural (including county and town) students, urban agriculture-related students and students from poor families (except students majoring in art-related performances) enrolled by full-time regular schools in public secondary vocational schools are exempt from tuition fees. Students in the first and second grades of private secondary vocational schools who meet the conditions of tuition-free policy shall be subsidized according to the tuition-free standard of local public secondary vocational schools of the same type. Private secondary vocational schools can continue to charge students if the approved tuition standard is higher than the subsidy standard. Each student is free of tuition of 2400 yuan per year. (2) enjoy state subsidies. The funding targets are full-time full-time formal students in secondary vocational schools, first-and second-year students majoring in agriculture and students with financial difficulties from non-agricultural families. The proportion of students with financial difficulties from non-agricultural majors who enjoy state grants is determined according to 15% of full-time senior one and senior two students, and priority is given to students from rural low-income families, orphans and disabled students, students suffering from serious diseases themselves or family members, students whose families have suffered major disasters or changes, and low-income students without labor. All rural students from secondary vocational schools in Wuling Mountain area and Luo Xiao Mountain area with special difficulties will be included in the scope of grants. Every student enjoys the state subsidy 1500 yuan every year. (3) Establish scholarships. All secondary vocational schools allocate 5% of tuition and miscellaneous fees to help poor students.
