According to China's Teacher Law and Teacher Qualification Regulations, China citizens who specialize in education and teaching in schools and other educational institutions at all levels should obtain teacher qualifications. Citizens who have passed the teacher qualification examination may apply for a teacher qualification certificate and determine their teacher qualifications.

Teacher qualification examination is divided into two forms: provincial examination (that is, local independent examination) and national examination. The provincial examination shall be written and marked by all provinces, autonomous regions and municipalities directly under the Central Government and arranged by themselves. The national unified examination shall be uniformly announced by the Examination Institute of the Ministry of Education, and the qualified line of the examination shall be delineated, and the standard marking shall be unified. At present, apart from Hong Kong, Macao and Taiwan, only Xinjiang, Tibet and Inner Mongolia are local independent examinations, and the remaining 28 provinces, municipalities and autonomous regions have fully implemented the national unified examination policy.
