Chapter I General Provisions
Article 1 In order to ensure the smooth progress of undergraduate enrollment in Lanzhou City University, standardize the enrollment process according to law, and earnestly safeguard the legitimate rights and interests of the school and candidates, these Articles of Association are formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC), the policies and regulations of the Ministry of Education, the Admissions Committee of Gansu Higher Education Institutions and the Education Department of Gansu Province, and in combination with the specific enrollment situation of the school.
Article 2 These Articles of Association are applicable to the enrollment of ordinary undergraduate students.
Article 3 School enrollment adheres to the principles of "fair competition, fair selection, openness and transparency, and merit-based admission".
Article 4 The whole process of school enrollment shall be supervised by the school discipline inspection and supervision department, news media, candidates, parents and all sectors of society.

Chapter III Organizational Structure and Responsibilities
Seventh schools set up a leading group for enrollment work. The leading group is responsible for formulating the school enrollment policy, compiling the school enrollment plan, and discussing and deciding the major problems encountered in the school enrollment work. The leading group is headed by the principal, with the vice-principal in charge and the secretary of the Discipline Inspection Commission as the deputy heads, the heads of the Admissions and Employment Office, the Academic Affairs Office and the Supervision Office, and the representatives of teachers, alumni and students as members.
Article 8 The Admissions Office of the School Admissions and Employment Office is a permanent institution that organizes and implements enrollment and related work, and is specifically responsible for the daily work of undergraduate enrollment. The work place is in the school headquarters. The school does not entrust any institution or individual to engage in enrollment publicity. For institutions and individuals engaged in illegal enrollment publicity activities in the name of Lanzhou City University, the school reserves the right to hold them accountable.
Article 9 The discipline inspection and supervision institutions of colleges and universities in Lanzhou shall supervise the whole process of enrollment.
Chapter IV Enrollment Plan and Admission
Article 10 The enrollment of schools is conducted under the leadership of the Ministry of Education, the Admissions Committee of Gansu Province and the Admissions Committee of relevant provinces (autonomous regions and municipalities directly under the Central Government), and the enrollment of new students is implemented according to the principle of "the school is responsible and the provincial education examination institutes supervise".
Article 11 A school shall, according to the annual enrollment scale approved by the Education Department of Gansu Province and the actual situation of the school, in line with the principle of optimizing the structure of students and promoting regional balance, comprehensively consider the factors such as national policy orientation, employment situation of graduates, students from various provinces, regional economic development and admission results over the years, and comprehensively analyze and determine the principles and methods for compiling enrollment plans (i.e. enrollment source plans) by provinces and specialties. The enrollment plan is announced to candidates through provincial enrollment departments, school enrollment brochures and school websites. The specific enrollment plan shall be subject to the final announcement by the provincial admissions authorities.
Article 12 The school shall consult the candidates' files according to the enrollment policies and students' sources of the provinces (autonomous regions and municipalities directly under the Central Government) for the candidates whose college entrance examination scores have reached the minimum control score for admission in the same batch.
Article 13 The number of reserved plans of the school shall not exceed 1% of the total number of undergraduate enrollment plans, which is used to adjust the imbalance of students on the local unified examination line. According to the admission progress and the actual filing situation, the stock will arrive.
Article 14 The physical examination of candidates shall be carried out in accordance with the Guiding Opinions on Physical Examination for Enrollment of Ordinary Colleges and Universities issued by the Ministry of Education, the Ministry of Health and the China Disabled Persons' Federation and the Notice on Further Standardizing Physical Examination for Enrollment and Employment and Safeguarding the Employment Rights and Interests of HBsAg Carriers jointly issued by Ministry of Human Resources and Social Security, the Ministry of Education and the Ministry of Health.
Fifteenth general arts and sciences majors are selected according to the scores from high to low. For candidates who enter the archives, there is no difference in professional level, and professional volunteer distribution is arranged according to the principle of "score first, with volunteers". If the scores are tied, the candidates of literature and history will be determined according to Chinese, comprehensive and mathematics, and the candidates of science and engineering will be determined according to the scores of mathematics, comprehensive and Chinese. Candidates for secondary vocational education are determined according to their professional skills, professional foundation and public foundation. Candidates in Zhejiang Province are admitted according to the corresponding filing rules, and the school recognizes the ranking rules of candidates with the same score in Zhejiang Province. When the candidates' grades are not up to their professional wishes, if they are adjusted by their majors, they will be transferred to the majors that have not completed the enrollment plan according to their grades. Candidates who can't meet the professional volunteers according to the above principles and don't obey the professional volunteers will be dismissed.
Sixteenth for the provinces or batches that implement non-parallel volunteer, the school gives priority to the candidates who apply for the first choice, and can admit non-first-choice candidates in the case of insufficient first-choice students.
Seventeenth when the enrollment is insufficient, the adjustment of the school enrollment plan will be implemented in accordance with the provisions of the Ministry of Education and the relevant provincial enrollment departments.
Eighteenth candidates in the pilot provinces of the comprehensive reform of college entrance examination must meet the requirements of the selected subjects set by the major, and their comprehensive quality evaluation report will serve as an important reference and basis for admission.
Article 19 The school where the candidates in Gansu Province are located recognizes and implements the policies and regulations of the education administrative department and the admissions department of Gansu Province on adding or subtracting points, and the school where the candidates from other provinces are located recognizes and implements the national policy of adding points. The bonus policy is applicable to filing and sub-professional admission.
Article 20 Special requirements of art and sports majors
(a) school art, sports and art majors, according to the requirements by the provinces (autonomous regions and municipalities directly under the central government) respectively announced the enrollment plan. In provinces where enrollment plans are announced separately according to arts and sciences, schools will demarcate admission control lines for specialized courses and cultural courses according to the students' situation of arts and sciences, and adjust enrollment plans between arts and sciences.
(2) In 2022, all arts and physical education majors in the school will not have a school examination, and all will be admitted by the provincial unified examination (joint examination).
(three) for the provinces (batches) that adopt the parallel volunteer method, they will be admitted according to the way of parallel volunteer in this province.
(4) For the provinces (batches) that adopt the non-parallel volunteer method, the admission principles of music, dance performance, art design and physical education are as follows: the candidates' scores in cultural courses and professional courses reach the qualified line, and they are admitted according to the scores of professional courses; When the scores of professional courses are tied, they will be admitted according to the scores of cultural courses. The admission principles of radio and television director major are as follows: after the scores of cultural courses and professional courses reach the provincial control qualification line, they are admitted according to the scores of cultural courses, and when the scores of cultural courses are tied, they are admitted according to the scores of professional courses; The admission principle of broadcasting and hosting art majors is: after the scores of cultural courses and professional courses reach the provincial control qualification line, the scores of cultural courses and professional courses each account for 50%. After calculating the comprehensive scores, they will be admitted in the order of comprehensive scores. The calculation formula is: comprehensive score = professional course score ×50%+ cultural course score ×50%.
(5) In 2022, only piano, clarinet, saxophone, erhu, pipa, zhongruan and guzheng candidates will be enrolled in the music performance major (instrumental performance direction).
Twenty-first aviation service art and management majors are enrolled by art majors. The physical examination of candidates must comply with the relevant provisions of the Management Rules for Medical Examination Certificates of Civil Aviation Personnel (Order No.213 of the Civil Aviation Administration of China) on aircrew.
Article 22 English and translation majors in our school only recruit English candidates, while French majors recruit French and English candidates; All public foreign language courses for non-foreign language majors are in English. Candidates in other small languages should fill in carefully.
Twenty-third schools, according to the characteristics of related majors, require a minimum score for individual scores of corresponding subjects in the college entrance examination of some majors, and the minimum score is determined according to the actual scores of the college entrance examination in that year. Literature requires a single subject in Chinese, mathematics requires a single subject in mathematics, and foreign language and Chinese international education require a single subject in English.
The 24th school in Gansu Province launched the special plan for precision poverty alleviation, the special plan for the old revolutionary base areas, the special plan for training talents in short supply for ethnic minorities, and the corresponding enrollment plan for secondary vocational schools. The specific policies shall be implemented in accordance with the relevant documents of the state and Gansu Province.
Twenty-fifth second bachelor's degree enrollment work in accordance with the relevant policies of the Ministry of Education and Gansu Provincial Department of Education.

Chapter V Charging Standards and Difficult Subsidies
Article 28 charging standards
(1) Undergraduate professional tuition standard (No.[2016]1133): 3,800 yuan per student/academic year for liberal arts, 4,000 yuan per student/academic year for science, 4,300 yuan per student/academic year for foreign languages and 4,400 yuan per student for engineering.
(2) Charge standard of aviation service art and management specialty (Gan Fa Gai Charge [2065438+06] No.645): 9,000 yuan/student/academic year.
(3) Six professional fees (G&F revised price [202 1] 16) are all 8500 yuan/student? school year; academic year
(IV) Fees for preparatory courses (Ganjiafei [2006] 120): The tuition fee for undergraduate preparatory courses is15,000 yuan/student/academic year.
(5) Accommodation standard of ordinary undergraduate colleges is determined according to accommodation conditions (Ganfa Reform Charge [2065 438+06] 1 133): 87 students in 800 yuan/student/academic year, and 65 students in 900 yuan/student/academic year.
If there are any changes in the above charging standards, the school will implement them according to the latest standards approved by the Gansu Provincial Development and Reform Commission.
Article 29 Financial difficulties
The school has a perfect scholarship system, which rewards students with excellent academic performance and subsidizes students with financial difficulties. Scholarships are divided into national scholarships, national inspirational scholarships, school scholarships and various individual awards; Scholarships are divided into state grants, social grants and various subsidies for students with special difficulties.
(1) Freshmen with financial difficulties can apply for student-origin credit loan with admission notice and other materials to the financial aid management center of the local county-level education bureau.
(2) Students who have not applied for student-origin credit loans under special circumstances may apply to the school for a "green channel" when they enter school.
(3) For families with special financial difficulties, the school provides them with "love gift packages" (including bedding, military training clothes, kettles, washbasins and other daily necessities). In line with the relevant conditions, the school can assess special difficulties subsidies, tuition fees, accommodation fees, etc.

Chapter VI Supplementary Provisions
Thirtieth freshmen should conduct a comprehensive review within 3 months after admission. If it is found that its professional level, physical examination or other aspects do not meet the requirements of the state, it will be disqualified according to relevant regulations.
Article 31 If there is any conflict between the original enrollment system and regulations of the school and these Articles of Association, these Articles of Association shall prevail; If the articles of association are inconsistent with the relevant policies of the Ministry of Education and the provincial admissions department, the policies of the Ministry of Education and the provincial admissions department shall prevail.
