Prussia first began compulsory education in 1825. 1850, Prussia promulgated the Draft School Law, stipulating that education is the same obligation as military service, teachers enjoy all the rights and obligations of public officials, and students are exempt from paying tuition fees. So Prussia is the first country in the world to popularize compulsory education law.
