Employment statistics is an important part of college graduates' employment work, which is of great significance for grasping graduates' employment progress, macro-control of service-oriented government and scientific decision-making. Employment data guarantee is the basis of employment statistics and an untouchable "high-voltage line". In order to ensure that the employment data of college graduates in 2020 is true and accurate, the Ministry of Education has decided to strictly check the employment data reported by universities around the country. This request is hereby notified as follows.

First of all, make clear the connotation of employment statistical indicators.

At present, employment statistics are facing a new situation, especially with the rapid development of new industries, new formats and new models in China, new forms of employment emerge one after another. In this year's epidemic prevention and control process, some new occupations have emerged. In order to adapt to the new situation, the Ministry of Education organized experts to study and demonstrate, and on the basis of extensively soliciting opinions from universities around the country, further clarified the meaning of employment statistics indicators for college graduates (see Annex 1 2).

Two. Comprehensive verification and verification of employment data

The provincial employment departments shall, jointly with the education supervision department, check the employment data of the 2020 graduates of local colleges and universities before July 4. The focus of this verification is to verify the classified statistical information according to the connotation of employment statistical indicators. Verify the suspicious information feedback from graduates in Xuexin.com, and verify that employers and graduates change internship units have irregularities such as false proportion of "entering higher schools" and "other forms of employment" and false employment certificates. Colleges and universities should conduct a comprehensive self-examination of employment data,

Strictly review the employment information of graduates. Relevant paper or electronic materials shall be reported to the employment department at the school level for filing, and the filing period shall be no less than 3 years. After verification, colleges and universities should correct the wrong data through the national employment management system for college graduates before July 4, 2020 17:00, and the leaders in charge of the school should sign for confirmation. Problems found and verified later will be regarded as data forgery, and will be notified and severely punished as appropriate.

Three. Establish the responsibility system of employment statistics

All provincial education departments and relevant provincial human resources and social security departments should earnestly assume the main responsibility of employment statistics of local college graduates and make overall plans for the employment statistics of local college graduates. From March to August every year, the leaders of the competent departments of the provincial employment offices (commissions and bureaus) sign the Statistical Table of Employment of Provincial College Graduates (see Annex III) every week for confirmation.

By the provincial employment department for reference. Leaders of colleges and universities should sign the Statistical Table of Employment Week of College Graduates (see Annex 4) and report it to the provincial employment authorities for the record. The provincial employment departments shall verify the data with the Department of College Students of the Ministry of Education before disclosing the employment rate of graduates in this province, and shall not disclose the data without verification.

Four. Strengthen negative list management

Establish a negative list management system for employment statistics of college graduates, include the places, universities and relevant personnel who investigate and deal with problems into the negative list, and provide negative lists to relevant departments and units in the aspects of enrollment plan arrangement (including undergraduate, master and doctoral majors), professional declaration, teaching evaluation, award and evaluation, and remedial classes.

For those who violate the "Four Prohibitions" and verify the problems, if necessary, the responsibilities of local and university leaders, heads of employment departments and departments and specific staff will be seriously investigated, and the national notification will be included in the negative list management.
