In order to further strengthen the dynamic management of idle school buildings in our county, revitalize idle resources and improve the efficiency of asset use, these measures are formulated according to the spirit of the document "Guiding Opinions of Guangdong Provincial Department of Education on Strengthening the Management of Idle School Buildings in Rural Primary and Secondary Schools" (Guangdong Department of Education issued [2017] No.3).

Idle campus buildings refer to all campus buildings that have been cancelled or closed by public rural primary and secondary schools (including kindergartens) due to the flow of school-age population, including real estate such as campus land, buildings and ancillary facilities (including donations and donations from overseas Chinese, social forces and village collectives).

County Education Bureau shall, jointly with towns (fields), comprehensively investigate the situation of idle school buildings, establish ledgers, and register the geographical location, land source, land area, construction area and use status of idle school buildings in detail, so as to achieve one school and one file. It is necessary to establish a regular inspection system for idle campus buildings, grasp the current situation of idle campus buildings in time, stop the destruction of idle campus buildings and arbitrarily change the use of idle campus buildings, timely repair and maintain campus buildings with potential safety hazards, and timely dismantle those that are in disrepair and identified as D-class dangerous buildings by relevant departments, so as to eliminate safety and diseases.
3. Confirm the right to apply for a certificate according to law. In accordance with the provisions of laws and regulations, confirm the ownership of idle campus buildings in accordance with the law, handle the planning procedures for campus land, and improve the planning procedures for school building construction projects. The county education bureau and the county finance bureau should strictly fulfill their asset management responsibilities and avoid one-sided pursuit of short-term interests and hasty disposal of campus buildings.

In accordance with the general requirements that rational and effective utilization is the best protection and the relevant regulations on the management of state-owned assets, the idle school buildings in primary and secondary schools in the county are co-ordinated by the government and disposed of according to law to ensure that educational resources are not lost. Disposal and utilization methods include adjustment, lending, leasing, storage, allocation and demolition. In order to ensure the development of education, in principle, we should not dispose of idle campus buildings and put an end to auctioning idle campus buildings for short-term benefits.
1. Adjust. Adjust the internal use of the education system, fully improve the utilization rate of idle campus buildings, and give priority to the development of public welfare educational institutions such as preschool education, vocational education, work-study programs, training bases, educational turnover rooms, and left-behind children's activity rooms.

According to Item (3) of Article 3 of the Guiding Opinions of Guangdong Provincial Department of Education on Strengthening the Management of Idle School Buildings in Rural Primary and Secondary Schools, the lending period is generally not more than 5 years.
3. rent. It is clear that idle campus buildings that are not needed for education or social welfare undertakings can be rented after being audited by the County Education Bureau and approved by the County Finance Bureau. The county education bureau or the school in charge of management shall sign a lease contract with the lessee, clarifying the relevant rights and responsibilities, the lease term and the conditions for the lessee to undertake maintenance, safety management, restitution and unconditional restoration of education. The income shall be turned over to the county-level finance in accordance with the government's non-tax revenue management regulations, and the management of "two lines of revenue and expenditure" shall be implemented. County finance will give priority to the collection of income for education or other public welfare undertakings in the region. The term of external lease is generally not more than 3 years.
4. trusteeship. For the idle school buildings in the layout adjustment, due to the small scale, inconvenient transportation and no use value, it is clear that they will not be used for education for the time being, nor will they be rented or loaned. The county education bureau or the school in charge of management may entrust the local village committee to manage, and sign a custody agreement to clarify the rights and obligations of both parties to prevent out-of-control disrepair.
5. transfer. Idle campus buildings that really don't need to be used for education, towns, villages or other units that need to use them, can apply to the county people's government for allocation. Because the distribution has changed the nature of educational use, the school buildings donated by overseas Chinese, Hong Kong, Macao and Taiwan compatriots should first seek the opinions of the donors, and be handled according to the spirit of the Opinions of the Ministry of Education and the Overseas Chinese Affairs Office of the State Council on Paying Attention to Protecting the Property Donated by Overseas Chinese in the Adjustment of the Layout of Primary and Secondary Schools (No.55 [2003] of the Ministry of Education).
6. Dismantle. Buildings that have been in disrepair for a long time and have been identified as D-class dangerous buildings by relevant departments shall be demolished in accordance with the prescribed examination and approval procedures to eliminate safety and diseases.
Disposal procedures of idle campus buildings
Disposal of idle campus buildings should strictly fulfill the declaration and approval procedures. The basic procedure is as follows:
1. Loan
(1) The applicant shall submit an application form to the directly administered unit and fill in the Application Form for Lending Idle Primary and Secondary Schools in dapu county. After soliciting the opinions of the relevant town people's government, it shall be submitted to the county education bureau for approval.
(2) After approval, the directly administered unit may sign a loan agreement with the user and report it to the County Education Bureau for the record.

(1) The applicant unit or individual applies to the directly administered unit and fills in the Application Form for Lease of Idle Campus Buildings in Primary and Secondary Schools in dapu county. In the process of organization and implementation, we must strictly abide by the relevant provisions on the disposal of state-owned assets and go through the relevant formalities with the state-owned assets management department of the county finance bureau.

(5) Ensure implementation.
Idle campus buildings involve the disposal of assets and land, involving many departments. The "Measures" clarify that in the process of clarifying the ownership and use right of idle campus buildings, in accordance with the principle of simplifying procedures and reducing costs, combined with the registration and certification of rural collective land ownership, the relevant warrants will be reissued as soon as possible, and the required expenses will be solved by the county-level people's government as a whole. The income from state-owned assets in the disposal of idle campus buildings shall be managed by "two lines of revenue and expenditure" and given priority to the development of education. No unit, department or individual may intercept, misappropriate or occupy it.
