Chapter I General Provisions Article 1 In order to promote the development of green buildings, strengthen the management of building energy conservation, reduce building energy consumption and improve the efficiency of building energy utilization, these provisions are formulated in accordance with the Energy Conservation Law of People's Republic of China (PRC), the Law of the People's Republic of China on the Promotion of Circular Economy, the Regulations on Civil Building Energy Conservation, the Regulations on Civil Building Energy Conservation of Guangdong Province and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Provisions shall apply to the promotion of green buildings, the implementation of building energy conservation and related supervision and management activities within the administrative area of this Municipality. Article 3 The principles of saving resources, adapting measures to local conditions, being economical, reasonable, safe and reliable, and being green and environmentally friendly shall be followed in promoting green buildings and implementing building energy conservation. Article 4 People's governments at all levels in this Municipality shall strengthen their leadership in promoting green buildings and implementing building energy conservation, actively cultivate green buildings and building energy conservation service markets, improve green buildings and building energy conservation service systems, promote the development and application of green buildings and building energy conservation technologies, and do a good job in publicity and education on green buildings and building energy conservation knowledge. Fifth municipal construction administrative departments responsible for the supervision and management of the city's green buildings and building energy efficiency, and organize the implementation of these provisions. City green building and building energy-saving management institutions specifically responsible for the city's green building and building energy-saving management.

District, county-level city construction administrative departments in accordance with the division of responsibilities, responsible for the supervision and management of green buildings and building energy conservation within their respective jurisdictions, and can determine the green buildings and building energy conservation management institutions at the corresponding level according to the actual situation.

Development and reform, planning, land and housing management, industry and commerce, quality supervision, finance and other administrative departments shall, in accordance with their respective responsibilities, coordinate the implementation of these Provisions. Sixth construction industry organizations should play a functional role, carry out publicity and training, information exchange, consulting services and other work on green buildings and building energy conservation, establish industry self-discipline mechanism, and improve the overall quality of the industry. Article 7 The municipal construction administrative department shall, according to the national economic and social development plan and the actual needs of urban construction and economic development, organize the preparation of the city's green building development plan and special planning for building energy conservation, and implement them after being reported to the Municipal People's Government for approval.

The municipal construction administrative department shall formulate the annual work plan according to the requirements of the municipal green building development plan and the special plan for building energy conservation, and the annual work plan shall be organized and implemented by the construction administrative departments at all levels. Article 8 The Municipal People's Government shall implement an evaluation system for green buildings and building energy conservation throughout the city, formulate work objectives and assessment indicators, and regularly assess the completion of green buildings and building energy conservation objectives of relevant administrative departments and district and county people's governments.

District and county-level municipal people's governments shall assess and evaluate the green buildings and building energy conservation work in their respective jurisdictions. Chapter II General Provisions Article 9 The planning administrative department shall fully consider factors such as natural ventilation effect, green coverage rate, and green building grade target. In the general layout, building orientation and green space setting. Article 10 The municipal administrative department of construction may, jointly with the municipal administrative department of quality supervision, organize the formulation of green buildings and building energy-saving norms that are superior to national and provincial standards and applicable to the local area according to the climatic conditions and the level of economic development. Eleventh the following projects shall be approved, land transfer, planning, construction and management in accordance with the green building standards:

(a) all or part of the use of financial funds, or mainly state-owned funds for new construction, renovation and expansion of housing construction projects (including affordable housing construction projects);

(two) the old city reconstruction project;

(3) New housing construction projects in urban development zones such as Haizhu Eco-city, International Financial City, Sino-Singapore Guangzhou Knowledge City, Baiyun New City, Tianhe Central Business District, Tianhe Smart City, Baitiantang Business District, South Station Business District, Pazhou District, Zengcheng Economic and Technological Development Zone, Nansha New District, Airport Economic Zone, Guangzhou International Biological Island and South University Town;

(4) Large public buildings with a single area of more than 20,000 square meters, such as airports, stations, hotels, restaurants, shopping malls and office buildings, which have been newly built, rebuilt and expanded in this city since 2014.

Encourage other construction projects outside the above scope to implement green building standards. Article 12 The new urban development area specified in Item (3) of Paragraph 1 of Article 11 of these Provisions shall be organized and implemented by the district, county-level city people's government or the new district management committee where the new area is located according to the overall regional planning, and shall be implemented in the regulatory detailed planning. Article 13 The municipal administrative department of construction shall establish a monitoring platform for energy consumption of public buildings in this Municipality, and formulate energy consumption quota control indicators for different types of public buildings according to the building form, scale and use function, combined with building energy consumption statistics and energy audit results, as control indicators for building planning, design and operation management. The specific measures shall be formulated by the municipal administrative department of construction and implemented after the approval of the Municipal People's government. Fourteenth quality supervision, industry and commerce, construction and other administrative departments should strengthen the supervision and management of the production, sale and use of building energy-saving materials and products.

The municipal administrative department of construction shall incorporate the building energy-saving materials and products into the comprehensive evaluation system of enterprise integrity of the construction system, formulate the recommended catalogue of building energy-saving materials and products in this Municipality according to the national and provincial promotion catalogue of building energy-saving materials and products and the actual situation of this Municipality, and encourage the construction units to give priority to the use of the recommended catalogue. The specific work of making the recommended catalogue can be entrusted to the municipal green building and building energy conservation management institution.
