City, county (city, district) spiritual civilization construction institutions are specifically responsible for the planning, guidance, coordination and supervision of the promotion of civilized behavior within their respective administrative areas.
The relevant departments and units of the people's governments of cities and counties (cities, districts) shall, in accordance with the division of responsibilities and tasks, conscientiously perform their duties and jointly do a good job in promoting civilized behavior.
Township people's governments, sub-district offices and village (neighborhood) committees shall incorporate the propaganda of civilized behavior into their work schedules and do a good job in the implementation of specific work. Sixth city and county (city, district) spiritual civilization construction steering committee to establish a joint meeting system for promoting civilized behavior, study and formulate relevant provisions for promoting civilized behavior, clarify the division of tasks, and coordinate and solve major problems. Seventh city and county (city, district) people's governments should promote civilized behavior into the national economic and social development plan and annual plan, and the required funds should be included in the fiscal budget at the same level. Eighth state organs, enterprises and institutions, people's organizations and social organizations should actively support and participate in the propaganda of civilized behavior in light of their own reality.
State officials and public figures should play an exemplary role in promoting civilized behavior.
Citizens should consciously abide by the convention on civic civilization, the convention on community residents' civilization, village rules and regulations, student codes and industry norms, follow public order and good customs, and actively participate in the advocacy of civilized behavior. Ninth encourage and support units and individuals to participate in the propaganda of civilized behavior by providing funds, technology, labor services, intellectual achievements and media resources. Tenth newspapers, magazines, radio and television, online platforms and other mass media should strengthen positive guidance, carry out propaganda and public opinion supervision on civilization construction, publicize and report advanced models, spread virtues, good deeds and create an atmosphere in which the whole society encourages and promotes civilized behavior. Chapter II Standardization and Advocacy Article 11 Citizens should be patriotic and law-abiding, courteous and honest, united and friendly, diligent and self-reliant, and willing to contribute. Twelfth citizens should maintain public order and consciously practice the following acts:
(1) Dress appropriately in public places, behave in a civilized manner and don't make any noise;
(2) Waiting for services to queue up in turn;
(three) civilized square dance, outdoor singing and other cultural and recreational activities, rational use of venues and facilities, shall not affect the work and life of others;
(four) engaged in business activities shall not interfere with public order;
(five) shall not throw objects from buildings, structures and vehicles. Thirteenth citizens should take good care of the environment and consciously practice the following acts:
(a) enhance the awareness of environmental protection, fulfill the obligation of environmental protection, participate in the construction of ecological civilization, and protect the atmosphere, water, soil and other environments;
(two) to reduce the emissions of pollutants such as waste gas, waste water and solid waste, and to put the garbage in accordance with the relevant provisions;
(three) shall not burn straw, fallen leaves, hay and other substances that produce smoke pollution in the open air;
(four) shall not be graffiti on public facilities;
(five) shall not damage the landscaping and its facilities;
(6) Smoking is prohibited in places where smoking is prohibited;
(seven) no spitting, urinating;
(eight) do not throw peels, cigarette butts, packaging paper (bags, boxes), beverage cans (bottles, boxes), chewing gum residue, waste batteries, animal carcasses and other wastes. Fourteenth citizens should lead a civilized life and consciously practice the following acts:
(1) Advocate a green and low-carbon lifestyle and save water, electricity, oil, gas and other resources;
(2) Reasonable consumption, civilized dining and strict economy;
(3) Classifying and collecting daily waste materials and advocating recycling;
(four) establish a new style, get rid of bad habits, and organize weddings, funerals and celebrations in a civilized manner;
(5) Abide by the relevant provisions on raising livestock, poultry and pets. Fifteenth citizens should travel in a civilized way and consciously abide by the following provisions:
(a) driving a motor vehicle through the crosswalk, in case of pedestrians, should slow down and stop to make way; When passing through a road without traffic signals, pedestrians should avoid it; When crossing an intersection without traffic lights, traffic signs, traffic markings or traffic police command, you should slow down and let pedestrians go first.
(2) When driving a non-motor vehicle through an intersection or crosswalk, you should obey the traffic signals and be polite to pedestrians; When waiting for traffic signals, you should be outside the parking line; Do not enter urban expressways, elevated roads, overpasses and other roads where non-motor vehicles are prohibited.
(3) Pedestrians crossing intersections or roads shall take crosswalks or crossing facilities, and shall not cross road isolation facilities; Don't stay or play in the driveway; When crossing the crosswalk with traffic lights, follow the traffic lights.
(four) shall not sell or send items in the driveway.
(5) Passengers who are old, weak, sick, disabled, pregnant or carrying babies should take the initiative to give up their seats when taking public transport.
