The main responsibilities are:

1, check the implementation of the school; To study the major issues of education reform and development in the whole region. To study, formulate and organize the implementation of the general education development plan and annual education work plan in the whole region; To study, formulate and organize the implementation of the development plan and annual education work plan of vocational and technical education, adult education and preschool education in the whole region in conjunction with relevant departments and units.

2, comprehensive management of basic education (including special education, early childhood education), vocational and technical education, adult education, high school and below education organized by social forces, adult higher education self-study exam and continuing education; To formulate measures for the assessment of teachers' qualifications, and organize and manage the training, further study and assessment of in-service teachers in schools.

3, responsible for the development of ordinary primary and secondary schools, vocational middle schools, adult schools and kindergartens, schools, venues, books, teaching instruments and experimental settings of the basic standards; According to the authorization, examine and approve the establishment, renaming and merger of junior middle schools and the following schools under their jurisdiction.

4. Manage the high school education and entrance examination in the whole region; Organize and carry out high-standard and high-quality nine-year compulsory education, eliminate illiteracy among young and middle-aged people, and develop high school education evaluation; Organize educational scientific research and teaching research, compile necessary supplementary teaching materials and evaluate teaching quality.

5, in charge of the local teachers' work, organize the implementation of teacher qualification system; To be responsible for the recommendation, evaluation and appointment of teachers' professional and technical positions in the whole region; Formulate policies related to teacher management, participate in the construction of teachers, and plan and guide the construction of teachers and managers in schools as a whole; Responsible for the deployment of teachers and the employment guidance and dispatch of graduates from normal universities.

6, responsible for guiding the training of school leading cadres in the region; In accordance with the cadre management authority, responsible for the selection, inspection, appointment and management of district school cadres.

7. To be responsible for and guide the organization, propaganda, United front, discipline inspection, supervision and audit of the district-owned schools (units); Responsible for the ideological and political work of the system and the construction of socialist spiritual civilization.

8, the management of the department's education funds; Participate in the formulation of principles and policies for raising education funds, education appropriations and education infrastructure investment; Supervise the collection and use of education funds in the whole region; Guide the audit work of the education system in the whole region; Responsible for the statistics, analysis and release of basic education information in the whole region; Infrastructure, finance and fixed assets of schools (units) directly under the management area.

9, to implement the principles and policies of the national language work, the preparation of long-term planning of language work, to assist in the coordination, supervision and inspection of the city's language work; Guide the promotion of Putonghua.
