In order to further strengthen the management of primary and secondary schools, standardize school-running behavior, implement quality education in depth, and promote the sound and rapid development of basic education, according to the relevant requirements of the state and combined with the reality of our province, we hereby put forward the following opinions.

First, it is important to standardize the school-running behavior of primary and secondary schools and implement quality education in depth.

Standardizing the school-running behavior of primary and secondary schools and implementing quality education in depth are the inherent requirements of comprehensively implementing the Party's educational policy and running a satisfactory education for the people, the practical needs of improving the quality of education and teaching and cultivating a new generation of Jiangsu people, and the important ways to deepen the reform of education and teaching and solve the difficult and hot issues of current basic education. In recent years, the basic education in our province has developed rapidly, the popularization level has been further improved, the conditions for running schools have been significantly improved, and the reform of system and mechanism has been further promoted, entering a new stage of paying more attention to connotation development and quality improvement. On the whole, however, there are still weak links and problems in basic education, especially in some places and schools, such as irregular school-running behavior, illegal make-up classes, taking more exams, doing more homework and sleeping less, and the heavy academic burden of students, which seriously restricts the sustained and healthy development of education and affects the healthy growth of the majority of young students. All localities, relevant departments and schools should attach great importance to it, fully understand the great significance of standardizing the behavior of running schools in primary and secondary schools and implementing quality education in depth in the spirit of being responsible for the cause and future, further enhance their sense of responsibility and urgency, take more effective measures, and earnestly grasp the results of this work. It is necessary to strictly implement the national and provincial regulations on regulating the school-running behavior of primary and secondary schools, adhere to the principle of "provincial overall planning, government promotion, highlighting key points, overall promotion, strengthening supervision, serious accountability, tackling both the symptoms and root causes, and seeking practical results", start with high school education, and take controlling the excessive academic burden of primary and secondary school students as a breakthrough to establish an education and teaching order that meets the requirements of quality education, so as to ensure that the academic burden of primary and secondary school students is significantly reduced and the school management level is significantly improved.

Two, focus on solving the outstanding problems of the current school behavior is not standardized.

(a) is strictly prohibited in high school (middle school) issued entrance index. Adhere to the correct concept of educational achievements and quality, and establish and improve a scientific education and teaching evaluation and quality monitoring system in accordance with the requirements of comprehensively implementing the educational policy and deepening quality education. All localities and relevant departments and schools are not allowed to issue the entrance examination index of high (middle) examination in any form, not to rank and reward students with the high (middle) entrance examination rate or examination results as the standard, not to publicize the high (middle) entrance examination results and entrance examination rate in any form, and not to speculate on "top students in high (middle) entrance examination".

(2) Strictly control the time of students' concentrated teaching activities at school. Adhere to the principle of "health first" and effectively protect the legal rest rights of teachers and students. Primary school, junior high school and senior high school students should not spend more than 6 hours, 7 hours and 8 hours in school every day. Non-resident students shall not be organized to attend evening self-study, and the evening self-study of resident students shall not exceed 2 class hours every day. It is strictly forbidden to organize cultural tutoring or examinations. Homework is not allowed in the first and second grades of primary school. Students in middle and senior grades, junior high schools and senior high schools should control their homework within 1 hour, 1.5 hour and 2 hours every day respectively. The time for primary and secondary school students to participate in school sports activities every day should be no less than 1 hour; Ensure that students' sleep time is not less than 10 hour, 9 hours and 8 hours respectively in primary school, junior high school and senior high school. It is strictly forbidden for primary and secondary schools to organize collective classes for students of any grade on holidays (including weekends, winter and summer vacations), or to organize collective classes in disguised forms such as make-up classes and enrollment rates.

(3) Strictly implement the national curriculum plan. All localities and relevant departments should, in accordance with the compilation standards, fully equip and strengthen teachers in all subjects of primary and secondary schools, and urge all primary and secondary schools to fully implement the national curriculum plan. All primary and secondary schools should offer all courses in accordance with the national curriculum plan, and they are not allowed to increase or decrease the courses and class hours at will, adjust the course difficulty and teaching progress at will, and organize students to participate in various competitions and unfair competition that violate the laws of education. The school schedule should be posted on the wall and published online, and be subject to social supervision. Before the end of the compulsory course of senior one, you can not divide classes in advance.

(4) Strictly standardize the examination enrollment management. All relevant departments and schools around the country should standardize the examination subjects and strictly control the number of examinations. Primary schools and junior high schools shall not organize unified cultural examinations in cities and counties (cities, districts). In principle, no more than 1 primary school examination and no more than 3 subjects per semester; Junior high school exams shall not exceed 2 times per semester. It is strictly forbidden to organize senior high school students to take various forms of unified, joint or monthly exams. Strictly regulate enrollment management, ordinary high schools are not allowed to enroll students before the entrance examination, and public ordinary high schools are not allowed to enroll students across the city. Strengthen the management of students' status in ordinary high schools and accelerate the establishment of a unified network management platform for students' status in ordinary high schools in the province. Accelerate the socialization reform of college entrance examination enrollment, implement online registration as soon as possible, and the college entrance examination results will be directly distributed to the candidates themselves by the enrollment examination institutions. Cities, counties (cities, districts), schools and classes are not allowed to make statistics and publish information such as individual or collective college entrance examination scores, rankings and online rates of candidates.

(5) Strictly stop the illegal activities of compulsory education. In-depth implementation of the compulsory education law, it is strictly forbidden to set up key schools and divide them into fast and slow classes in various names during the compulsory education stage, and those that have already been held should be cleaned up and cancelled. Any public compulsory education school shall not be transformed into a private school, and the original system reform school shall be rectified within a time limit. In the compulsory education stage, schools adhere to the principle of admission to the nearest school without examination, and may not enroll students in advance and hold any form of selective examination in violation of regulations, and may not take the scores of various subjects and professional grades as the basis for admission.

Third, speed up the construction of standardized school-running behavior in primary and secondary schools and implement quality education in depth.

Long-term mechanism of education

(1) Actively explore effective ways to "reduce burdens and increase efficiency". Deepen the curriculum reform of basic education, change educational concepts, improve teaching methods, advocate autonomy, cooperation and inquiry learning, encourage heuristic teaching, optimize teaching process by using modern educational technology, and continuously improve classroom teaching quality and teaching efficiency. Strictly implement the state regulations on the management of supplementary materials in primary and secondary schools, and effectively change the practice of relying on supplementary materials to engage in sea tactics. Encourage and commend advanced schools and excellent teachers who ensure the quality of education by improving teaching efficiency within the prescribed teaching time, and vigorously promote the successful practice of "reducing burdens and increasing efficiency" in advanced regions and schools.

(B) the development and utilization of educational resources inside and outside the school. Enrich students' after-school life and actively develop students' interests, hobbies and specialties. Open school libraries, laboratories, computer classrooms, physical education, art education and other places, and organize students to carry out colorful extracurricular cultural and sports interest activities and social practice activities. Pay attention to the use of community education resources, and give full play to the educational functions of youth quality education practice bases and extracurricular activities, as well as patriotic education bases, revolutionary traditional education bases, science and technology museums, museums and libraries. It should be free for primary and secondary school students according to regulations.

(3) Attach great importance to the construction of teachers. Strengthen the management and training of teachers, constantly improve teachers' professional ethics and education and teaching level, and give full play to their main role in standardizing school-running behavior and implementing quality education. Adhere to the construction of rural teachers in a more prominent position and carry out the training of all rural teachers. The province will train a number of rural primary and secondary school teachers free of charge every year, and all localities should also organize corresponding teacher training to effectively improve the professional quality and professional ability of rural teachers. Actively promote regular exchanges between principals and teachers of primary and secondary schools in the county, extensively carry out pairing assistance activities in urban and rural primary and secondary schools, and strive to improve the education quality and management level of rural schools.

(D) Vigorously create a social environment conducive to the healthy growth of students. Strengthen moral education in primary and secondary schools, and actively build a network system linking school education with family education and social education. Further purify the social and cultural environment and vigorously rectify the surrounding environment of primary and secondary schools. Pay attention to optimizing family education, correctly guide parents to care about their children's physical and mental health, and scientifically educate and manage their children. Standardize the school-running behavior of social education institutions, and social education institutions may not hold academic competitions for students in compulsory education. Primary and secondary schools are not allowed to rent school buildings and venues to social institutions, and are not allowed to hold cultural classes in any name or in cooperation with social forces. Resolutely stop paid tutoring and prohibit primary and secondary school teachers from taking part-time jobs in social educational institutions. Strengthen the daily management and safety work of the school, establish and improve the school's various safety management systems and emergency mechanisms, effectively implement various safety precautions, and eliminate all kinds of safety hazards in time.

Four, to ensure the code of conduct in primary and secondary schools, in-depth implementation of quality education measures.

(a) the implementation of work responsibilities. Party committees and governments at all levels should take standardizing school-running behavior and implementing quality education in depth as a major event in the reform and development of basic education, insist that the main leaders take overall responsibility and the leaders in charge are responsible, and ensure that ideological understanding and measures are put in place. All primary and secondary schools should standardize the internal management of schools, consciously correct illegal school-running behaviors, form a development mechanism of running schools according to law and self-discipline, and truly implement the requirements of standardizing school-running behaviors in all aspects such as curriculum, teaching, evaluation and management.

(2) Strict supervision and inspection. Conscientiously carry out special supervision and random supervision to standardize the behavior of running schools in primary and secondary schools, and timely discover and supervise the problems existing in rectification. All localities should incorporate the standardized school-running behavior into the city, county (city, district) and school-related evaluation and commendation awards, and incorporate them into the evaluation of principals and teachers. Our province will implement a "one-vote veto" on counties and schools that run schools illegally and have serious problems in the evaluation of county-level government education supervision and evaluation, regional education modernization level evaluation, advanced counties with balanced development of compulsory education, advanced counties with quality education and harmonious campus evaluation. Governments at all levels and education departments should be strictly accountable for major violations of school running within their respective administrative areas in accordance with the principles of "territorial management" and "who is in charge and who is responsible", and seriously investigate the responsibilities of relevant leaders and responsible persons.

(3) Strengthen publicity and guidance. Make full use of newspapers, television, radio, internet and other news media, widely publicize the advanced models and successful experiences of standardizing school-running behavior and implementing quality education, and guide the whole society to establish a scientific concept of talent and education. It is necessary to strengthen supervision by public opinion and expose units and individuals that violate serious rules and regulations. Education departments and schools at all levels should make a public commitment to the society, set up a hotline and e-mail, carefully check the reported violations, announce the results to the society, take the initiative to accept the supervision of the public, parents and the media, and create a good environment for standardizing school-running behavior and implementing quality education in depth.
