However, there are also many private kindergartens, which are in an unlicensed and unsupervised state because their teaching places, facilities, equipment, fire protection, security, etc. can't meet the prescribed standards for running a kindergarten.

If we acquiesce in the existence of these "black kindergartens", there are many problems and hidden dangers due to the lack of effective supervision by relevant departments. If these unlicensed kindergartens are simply banned, it will not be conducive to solving the problems of "having a garden" and "being affordable" for school-age children, nor will it be conducive to meeting the people's urgent wishes and expectations for preschool education.

At present, preschool education is still a weak link in education at all levels, and there is still a big gap with the growing needs of the people. The key to solve the serious shortage of preschool education resources is to encourage, guide and support social forces to set up kindergartens. Now, a problem that can't be ignored is that in some places, obstacles are set up from registration to daily management, which limits the development of private kindergartens, makes it difficult to implement the policy of paying equal attention to private and public, and to some extent, hits the enthusiasm of private kindergartens.

Second, it is suggested that the government should coordinate as a whole, the education administrative department should take the lead, and the health, public security, comprehensive management, industry and commerce, urban construction and other relevant departments should cooperate to conduct a comprehensive investigation, make rectification within a time limit, and gradually standardize kindergartens that have not obtained a permit to run a park and have not gone through the registration procedures. During the rectification period, the relevant government departments shall give guidance and provide corresponding services and assistance. After rectification, those who meet the corresponding standards should be issued with the license to run the park and go through the corresponding procedures to legalize it, and dynamic supervision should be strengthened to improve the overall running level of private kindergartens and promote the healthy and rapid development of preschool education.
