I. Guiding ideology
Guided by the national, provincial and municipal medium-and long-term educational reform and development plans, and with the aim of "standardizing school-running behavior, optimizing educational environment, promoting quality education and building a strong education county", we will further strengthen the management of primary and secondary schools, standardize school-running behavior, effectively reduce students' excessive academic burden, comprehensively promote quality education, and run a satisfactory education for the people.

In accordance with the principle of "county planning, government-led, overall promotion, tackling both the symptoms and root causes, strengthening supervision and serious accountability", it will take about three years to basically further standardize the school-running behavior of primary and secondary schools, obviously reduce the academic burden of students, effectively curb the phenomenon of paid remedial classes by primary and secondary school teachers, and form a good environment conducive to students' lively study, healthy and happy growth.

1. Improve teachers' quality and strengthen the construction of teachers' morality. All primary and secondary schools should strictly implement the national, provincial and municipal curriculum plans and programs, and start classes in strict accordance with the regulations. According to the working idea of "based on posts, full participation, mutual evaluation and discussion, and improving quality", the activities of "open classes in schools, open classes for all and open classes every day" are carried out with "open classes, demonstration classes and observation classes" as the carrier, so as to create efficient classrooms, improve the quality of education and teaching, and enhance teachers' ability and level of implementing quality education. Boarding students' evening self-study time is no more than 2 hours a day in primary school and junior high school, and no more than 3 hours a day in senior high school.
Strictly implement the "Basic Provisions on the Management of Primary and Secondary Schools in Tieling City", and combine with the reality of Xifeng County, the schedule of school students in the compulsory education stage in the county is as follows:
During the period from May 1 to October 1, students should arrive at school no earlier than 7: 00 in middle schools and 7: 20 in primary schools. Lunch break:11:30-13: 00; In the afternoon, students finish school no later than 17: 00 in middle school and 16: 00 in primary school.

The total amount of written homework assigned by teachers to students is controlled, and the first and second grade students in primary school do not assign written homework. The total daily written homework of middle and senior students, junior high school students and senior high school students should be controlled within 1 hour, 1.5 hour and 2 hours respectively.
4, strict examination management, it is strictly forbidden to guess the test results. The administrative department of education shall, in accordance with the relevant provisions of provinces and municipalities, scientifically standardize other forms of unified examinations except the junior high school entrance examination and the senior high school academic level examination. Strictly control the examination subjects and examination times. Resolutely stop the phenomenon of randomly organizing schools to participate in various unified examinations, joint examinations or other competitions and grades. It is necessary to strictly standardize the school-level examination, the examination proposition should be scientific and reasonable, and the examination content should meet the requirements of curriculum standards. Don't arbitrarily increase the difficulty of the exam and increase the number of exams. All relevant departments and schools are not allowed to rank honors and related rewards and punishments on the basis of entrance examination, college entrance examination enrollment rate or examination results. Schools and teachers are not allowed to rank students and arrange students' seats on the basis of examination results. Schools and teachers are not allowed to publish candidates' scores, rankings and admission information in any way, and are not allowed to speculate in any way on the number of students entering higher schools, the enrollment rate and key universities. 5. Standardize the enrollment order and deepen the examination reform. In the compulsory education stage, public schools adhere to the basic principles of regional enrollment of students' origin and admission to the nearest school without examination. The education administrative department should adjust the scope of the school district in a timely and reasonable manner according to the changes of students' origin and announce it to the public. Strictly implement the eight measures taken by the Ministry of Education, the National Development and Reform Commission, and the National Audit Office to control school selection and arbitrary charges in the compulsory education stage, and resolutely stop compulsory education schools from enrolling students and charging fees in violation of regulations. Other institutions running schools shall strictly abide by the provisions of the administrative license for running schools, and shall not expand the scope of running schools without authorization, and shall not carry out supplementary education in cultural courses. 7. Carry out compulsory remedial classes, create excellent education and develop the environment. In the stage of compulsory education in the county, schools should continue to carry out the compulsory remedial activities of "building image and stressing dedication" on the premise of adhering to the principle of "voluntary participation, no new courses and no fees". Schools should formulate detailed implementation rules and evaluation methods that are in line with local conditions, and incorporate compulsory remedial classes into teachers' performance appraisal. We should adhere to the people-oriented principle, let students and teachers find the fun of autonomous learning and the dignity of noble teaching, and truly realize the return of excellent educational traditions. Governments at all levels should further increase investment, constantly improve the school's internal facilities and equipment, strengthen the construction of off-campus activity venues, and provide students with a healthy school environment and social environment. Open school libraries, laboratories, computer classrooms, physical education, art education and other places, and organize students to carry out colorful cultural and sports interest activities and social practice activities. Patriotism and national defense education, revolutionary traditional education bases, science and technology museums, museums, libraries, gymnasiums and other social welfare facilities are open to primary and secondary school students free of charge according to regulations. 8, open education information, seriously deal with the demands of the masses.
