I. Guiding ideology

Guided by the national, provincial and municipal medium-and long-term educational reform and development plans, and with the aim of "standardizing school-running behavior, optimizing educational environment, promoting quality education and building a strong education county", we will further strengthen the management of primary and secondary schools, standardize school-running behavior, effectively reduce students' excessive academic burden, comprehensively promote quality education, and run a satisfactory education for the people.

Second, the target requirements

In accordance with the principle of "county planning, government-led, overall promotion, tackling both the symptoms and root causes, strengthening supervision and serious accountability", it will take about three years to basically further standardize the school-running behavior of primary and secondary schools, obviously reduce the academic burden of students, effectively curb the phenomenon of paid remedial classes by primary and secondary school teachers, and form a good environment conducive to students' lively study, healthy and happy growth.

Three. primary mission

1. Improve teachers' quality and strengthen the construction of teachers' morality. Education administrative departments and primary and secondary schools should attach importance to improving teachers' professional ethics and teaching ability, adhere to the principle of putting teachers' morality first, promote the construction of teachers' style of work, and improve the professional quality of primary and secondary school teachers. Focus on solving the problem of individual teachers' moral anomie and weak sense of love and dedication; Insufficient investment in teaching work, perfunctory education and teaching work, and coping with things; Corporal punishment or disguised corporal punishment of students and other issues. By carrying out activities such as students' evaluation of teaching, parents' evaluation of teaching, and social evaluation of teaching, we will select teaching experts, model schools of teachers' morality, famous teachers, famous schools and famous principals, further improve the comprehensive quality of teachers, and cultivate a team of teachers who are loved by students, satisfied by parents and recognized by the society.

2. Deepen the teaching reform and do a good job in the "three openness" activities. Educational administrative departments should take deepening classroom teaching reform and promoting quality education as the central work of basic education, put it in a prominent position, make overall plans and promote it as a whole. We should fully respect the school's autonomy, stimulate the school's vitality, strictly regulate the school's school-running behavior, and effectively reduce students' excessive academic burden. The education supervision department should supervise and evaluate the classroom teaching reform in our county, and take the teaching reform effect as an important index to evaluate the school work.

All primary and secondary schools should strictly implement the national, provincial and municipal curriculum plans and programs, and start classes in strict accordance with the regulations. According to the working idea of "based on posts, full participation, mutual evaluation and discussion, and improving quality", the activities of "open classes in schools, open classes for all and open classes every day" are carried out with "open classes, demonstration classes and observation classes" as the carrier, so as to create efficient classrooms, improve the quality of education and teaching, and enhance teachers' ability and level of implementing quality education. Do not occupy students' statutory holidays, lunch breaks and self-study time to organize collective remedial classes. It is strictly forbidden for primary and secondary school teachers to make up lessons with compensation, and it is strictly forbidden for schools and teachers to organize students to participate in cultural classes organized by the society. The supplementary materials shall be subject to the system of "one subject and one supplement", and no unit or individual may organize schools or students to order supplementary materials in violation of regulations.

3. Scientifically arrange time and strictly control the total amount of work. Strictly control students' school time, reasonably arrange students' study and life, resolutely correct the practice of arbitrarily occupying students' rest time, and protect students' right to rest according to law. Strictly implement the "Regulations on Effectively Ensuring One Hour of Campus Sports Activities for Primary and Secondary School Students Every Day" issued by the Ministry of Education, and establish an effective working mechanism, evaluation mechanism and supervision mechanism. The administrative department of education should regularly organize the supervision and inspection of the implementation of one-hour sports activities in schools every day, and implement the "one-vote veto" in all kinds of pingxian pingyou activities.

Day students concentrate on studying at school every day, and primary school students, junior high school students and senior high school students shall not exceed 6 hours, 7 hours and 8 hours respectively. Day students are not allowed to arrange self-study in the morning and evening. Boarding students' evening self-study time is no more than 2 hours a day in primary school and junior high school, and no more than 3 hours a day in senior high school.

Strictly implement the "Basic Provisions on the Management of Primary and Secondary Schools in Tieling City", and combine with the reality of Xifeng County, the schedule of school students in the compulsory education stage in the county is as follows:

During the period from May 1 to October 1, students should arrive at school no earlier than 7: 00 in middle schools and 7: 20 in primary schools. Lunch break:11:30-13: 00; In the afternoon, students finish school no later than 17: 00 in middle school and 16: 00 in primary school.

During the period from "October 1st" to "May 1st" of the following year, students should arrive at school no earlier than 7: 20 in middle school and 7: 30 in primary school. Lunch break:11:40-13: 00; In the afternoon, students should finish school no later than 16: 30 for middle school and 15: 40 for primary school.

The total amount of written homework assigned by teachers to students is controlled, and the first and second grade students in primary school do not assign written homework. The total daily written homework of middle and senior students, junior high school students and senior high school students should be controlled within 1 hour, 1.5 hour and 2 hours respectively.

4, strict examination management, it is strictly forbidden to guess the test results. The administrative department of education shall, in accordance with the relevant provisions of provinces and municipalities, scientifically standardize other forms of unified examinations except the junior high school entrance examination and the senior high school academic level examination. Strictly control the examination subjects and examination times. Resolutely stop the phenomenon of randomly organizing schools to participate in various unified examinations, joint examinations or other competitions and grades. It is necessary to strictly standardize the school-level examination, the examination proposition should be scientific and reasonable, and the examination content should meet the requirements of curriculum standards. Don't arbitrarily increase the difficulty of the exam and increase the number of exams. All relevant departments and schools are not allowed to rank honors and related rewards and punishments on the basis of entrance examination, college entrance examination enrollment rate or examination results. Schools and teachers are not allowed to rank students and arrange students' seats on the basis of examination results. Schools and teachers are not allowed to publish candidates' scores, rankings and admission information in any way, and are not allowed to speculate in any way on the number of students entering higher schools, the enrollment rate and key universities. The propaganda media shall not publicize and speculate on the school enrollment rate and the average score of the entrance examination; It is forbidden to publicize and speculate on the so-called "top students in the senior high school entrance examination", "top students in the college entrance examination" and "students with high scores".

5. Standardize the enrollment order and deepen the examination reform. In the compulsory education stage, public schools adhere to the basic principles of regional enrollment of students' origin and admission to the nearest school without examination. The education administrative department should adjust the scope of the school district in a timely and reasonable manner according to the changes of students' origin and announce it to the public. Strictly implement the eight measures taken by the Ministry of Education, the National Development and Reform Commission, and the National Audit Office to control school selection and arbitrary charges in the compulsory education stage, and resolutely stop compulsory education schools from enrolling students and charging fees in violation of regulations. Primary and secondary schools should implement sunshine classes, arrange seats reasonably, and not set up key classes, fast and slow (good or bad) classes, experimental classes, extra-long classes, cram schools, Olympic math classes, etc.

Public ordinary high school enrollment should adhere to the principle of comprehensive evaluation and merit-based admission. All ordinary high schools should strictly abide by the enrollment discipline. Public ordinary high schools shall not enroll students outside the prescribed areas, and shall not violate the "three limits" policy. Public ordinary high schools shall not hold or participate in holding repeat classes or schools, and shall not recruit repeat students.

The administrative department of education should determine the enrollment plan of private schools in strict accordance with the conditions for running primary and secondary schools, and all private schools should strictly implement the enrollment plan, and it is strictly forbidden to break through the enrollment number, enrollment scope and enrollment conditions.

According to the relevant regulations of the higher authorities, starting from 20 14, some college entrance examination bonus items such as Olympic Games, outstanding student cadres in the province and outstanding league cadres will be cancelled. We will implement the academic proficiency test in ordinary senior high schools and gradually explore the pilot enrollment exemption based on the academic proficiency test scores and comprehensive quality evaluation results in some higher vocational colleges.

6. Standardize private education and strengthen the management of private schools. Training institutions that have obtained the school-running license for supplementary cultural courses shall not employ public teachers to teach, and the amount of class hours shall conform to the educational laws and the physical and mental health of the trainees. Other institutions running schools shall strictly abide by the provisions of the administrative license for running schools, and shall not expand the scope of running schools without authorization, and shall not carry out supplementary education in cultural courses. Further strengthen the annual review of private non-academic training institutions.

7. Carry out compulsory remedial classes, create excellent education and develop the environment. In the stage of compulsory education in the county, schools should continue to carry out the compulsory remedial activities of "building image and stressing dedication" on the premise of adhering to the principle of "voluntary participation, no new courses and no fees". Schools should formulate detailed implementation rules and evaluation methods that are in line with local conditions, and incorporate compulsory remedial classes into teachers' performance appraisal. We should adhere to the people-oriented principle, let students and teachers find the fun of autonomous learning and the dignity of noble teaching, and truly realize the return of excellent educational traditions. Governments at all levels should further increase investment, constantly improve the school's internal facilities and equipment, strengthen the construction of off-campus activity venues, and provide students with a healthy school environment and social environment. Open school libraries, laboratories, computer classrooms, physical education, art education and other places, and organize students to carry out colorful cultural and sports interest activities and social practice activities. Pay attention to the use of community education resources and give full play to the educational functions of students' comprehensive practice base and teenagers' extracurricular activities. Patriotism and national defense education, revolutionary traditional education bases, science and technology museums, museums, libraries, gymnasiums and other social welfare facilities are open to primary and secondary school students free of charge according to regulations. Primary and secondary schools should organize students to carry out one-day off-campus practical experience activities every month.

8, open education information, seriously deal with the demands of the masses. Improve the education information disclosure system, open "Education Weibo", actively disclose education information, further expand the channels for contacting and serving parents and students, understand social conditions and public opinions, listen to the voices of parents and students, understand their wishes, properly respond to current hot issues in education, strive to guide public opinion, and earnestly safeguard the legitimate rights and interests of students and parents. Further deepen the openness of school affairs in the county education system.

10, change the traditional evaluation method and establish a comprehensive evaluation system. Adhere to the principles of development, comprehensiveness and encouragement, formulate scientific and reasonable evaluation objectives, evaluation standards and evaluation methods, change the traditional evaluation methods based on test scores and enrollment rates, and comprehensively, objectively and fairly evaluate students, teachers and school work. Actively explore the establishment of a quality-oriented school education evaluation system, with education investment, education quality, popularization, balanced development of compulsory education and the degree of school-running behavior norms as the main indicators.

3. Strengthen publicity and supervision.
