According to the above responsibilities, the Municipal Education Bureau has six internal organs:

(1) office

(3) Planning the financial audit unit

Responsible for the collection and management of the city's education funds; To guide the financial management of schools in the city and supervise and inspect the use of education funds; To examine and approve the budgets and final accounts of municipal school education funds; Formulate infrastructure investment plans, supervise and manage special funds for education, grant funds, etc., and manage funds for various education projects; Responsible for the statistical work of the city's comprehensive education report; Supervise and manage the state-owned assets of directly affiliated units; Responsible for the management of public property and property of the bureau, and responsible for the supervision and management of the infrastructure projects of the city's education system; Cooperate with the municipal accounting center to do a good job in the salary payment of faculty and staff in the city. Responsible for reviewing and submitting government procurement applications for primary and secondary schools. Responsible for regular supervision of the management and use of education funds in primary and secondary schools, actively publicize national audit laws and regulations, and provide consulting services on relevant issues in economic activities such as financial revenue and expenditure in primary and secondary schools. Responsible for the use of audit functions to strengthen internal management, promote the increase of education funds, improve the efficiency of education investment, promote the building of a clean government, and safeguard the legitimate rights and interests of the unit.

(iv) Basic Education Unit

Manage the city's basic education, draw up the city's basic education development plan and annual development plan, guide primary and secondary education, after-school education, preschool education, special education, ethnic education and school spiritual civilization construction, formulate basic education development goals and plans, and organize the implementation of nine-year compulsory education; Formulate and organize the implementation of the city's plan to eliminate illiteracy among young and middle-aged people; Review the establishment and changes of primary and secondary schools, guide the reform of school management and education, and manage teaching books for primary and secondary schools; Evaluate, demonstrate and approve the management of ordinary primary and secondary schools organized by social forces in the city; Responsible for the city's high school students' enrollment and examination work, responsible for the city's primary and secondary school students' enrollment management; Implement and guide the daily management, quality education and student safety education of primary and secondary schools in the city.

(v) Vocational and Adult Education Unit

Overall management of all kinds of vocational education and adult cultural education in the city; To formulate the development plan of vocational education in the whole city and guide its implementation; To guide the education reform, professional construction, teaching material construction and training base (laboratory) construction of vocational schools directly under the municipal government, formulate management measures and school-running evaluation standards for secondary vocational schools and adult education schools, and organize their implementation; Coordinate and guide the training of vocational education teachers; Responsible for the management of secondary vocational education in the city; Guide the safety and stability of vocational schools in the city.

(6) Policy and Regulation Unit

Responsible for the publicity of the city's education system and education laws and regulations; Organize and carry out the city's education administrative law enforcement inspection work; Responsible for the legal training and legal consulting services of the city's education system; To undertake the administrative punishment of the Municipal Education Bureau and the handling of administrative litigation involving the Municipal Education Bureau; Responsible for the acceptance and handling of educational administrative appeals and educational arbitration cases; To guide and coordinate the administrative law enforcement and law enforcement supervision of other units of the Municipal Education Bureau; Responsible for the examination and approval of social forces in the city and the issuance and management of school licenses for private schools.
