The construction of modern vocational education system needs secondary vocational education to play a fundamental role. At present, there are some problems in secondary vocational education in China, such as improper orientation of running a school, large but not strong scale of running a school, and large gap in running conditions. In response to these problems, the Ministry of Education began to adjust the orientation of secondary vocational education this year.

Strengthen the wage income guarantee of compulsory education teachers, and ensure that the average wage income level of compulsory education teachers is not lower than that of local civil servants. Adhere to the optimization of efficiency, complement each other's advantages, increase education investment for weak links, and increase education expenditure for improving teachers' treatment.

We will improve the funding guarantee mechanism for inclusive preschool education, introduce national public funding standards for preschool education, and promote local improvement and implementation of public funding standards for inclusive private kindergartens or public funding standards for students and subsidies for students, so as to improve the wage income level of preschool teachers.
