Why is high school not compulsory?
There are several reasons why high school is not compulsory education:

1. Uneven distribution of educational resources: Due to poor economic conditions or limited educational resources, some areas may not be able to provide enough high school places. This leads to the contradiction between supply and demand of high school education, and it is difficult to achieve universal compulsory education nationwide.

2. Higher cost of high school education: Compared with junior high school, high school needs more investment in education. High school education needs more professional teachers, better teaching facilities and experimental instruments, which makes the expenditure of high school education relatively large. With limited resources, popularizing high school education may bring greater economic burden to the government and families.

3. Diversity of students' choices: High school is an important stage for students to plan their career and develop their personal interests. Students can choose different study directions and majors according to their interests and abilities. Therefore, high school education needs to provide more personalized and diversified courses to meet the various needs of students. This further increases the complexity and cost of high school education.

Although senior high school education is not compulsory, China government has been increasing investment and reform in senior high school education, and promoting the popularization and quality of senior high school education through policies and measures. For example, we will implement the policy of admission to the nearest high school without examination, promote the construction of rural boarding schools, and narrow the educational gap between urban and rural areas and regions.

In addition, China actively promotes the development of vocational education, which provides another development path for those students who do not choose to continue their senior high school studies. The goal of vocational education is to provide students with practical skills and employability to meet the needs of society, so that they can engage in various industries.

Generally speaking, high school is not compulsory education mainly because of uneven distribution of resources, high cost and diverse choices for students. However, China government has been committed to improving the popularization and quality of high school education, and has provided corresponding choices in vocational education to meet the needs of different students.
