According to relevant data, the testing institution of Chinese character application is the language standard "Chinese Character Application Level Grades and Test Outline" formulated by the Ministry of Education and state language commission, which was released on August 28th, 2006 and has been tested once a year since February 1 2007.

This standard is the result of the key project "Test and Research on the Application Level of Chinese Characters" in the Tenth Five-Year Plan of the National Applied Scientific Research on Language and Characters. Since the project was established in June, 2002, it has received extensive attention from all walks of life, and has also been actively supported by relevant units, experts and scholars.

The research team also went deep into various localities, departments and units, conducted a lot of research and sampling work, solicited opinions from the society through various forms, and revised them repeatedly, forming the final normative text. This standard was appraised by the Expert Appraisal Committee in September 2005, and approved by the Language Standardization (Standard) Review Committee of the State Language Committee on June 20, 2006.

The standard stipulates the application level of Chinese characters and its test outline. The application level of Chinese characters is divided into three levels, from high to low, they are level one, level two and level three respectively. Chinese character application level test is a standardized level test of language and characters organized and implemented by the Ministry of Education and the State Language Committee. It takes standardized Chinese characters as a medium to test the level of mastering and using Chinese characters in reading and written expression activities for people with medium education or above.

The specific criterion is whether the standardized Chinese characters can be correctly recognized and used according to the Chinese character font and pronunciation standards promulgated by the state; Can we accurately identify and use standardized Chinese characters according to their pronunciation in Putonghua and the meaning of modern Chinese contained in authoritative tool books? The test scope is in the Chinese Character Application Level Test Word Table, which is divided into three sub-tables A, B and C according to the universality of Chinese characters and the recognition rate of related people.
