Second, education funds. According to the education constitution, educational and cultural funds in remote and poor areas are subsidized by the state treasury, and important educational and cultural undertakings can be handled or subsidized by the central government.
Third, diversified educational models. At that time, public schools and private schools coexisted in China, forming an uneven, polymorphic and flexible differential order pattern.
The fourth step is to do education at all costs. At the most difficult time in War of Resistance against Japanese Aggression, the then National Government really realized free compulsory education.
