At the same time, however, some kindergartens were established without approval, which seriously disrupted the pre-school education order in the county and affected social harmony and stability.

In order to standardize the management of private kindergartens and purify the pre-school education environment, Mianchi County Education and Sports Bureau clearly stipulates: First, according to the Law on the Promotion of Private Education in People's Republic of China (PRC) and the Interim Measures for the Management of Kindergartens in Henan Province (for Trial Implementation), the establishment of kindergartens must be approved by the education administrative department and conform to the school layout plan; Those who meet the conditions for running a school shall be issued a license for running a private school. Second, illegal acts such as unauthorized registration, unauthorized listing, publishing false advertisements, and unauthorized enrollment without the approval of the education administrative department; Since the date of the announcement, enrollment should be stopped immediately, and an application should be made to the township (town) central school. After acceptance, it shall be registered. Third, children enrolled in registered kindergartens can establish pre-school education student status files directly connected with primary schools, and issue pre-school education certificates necessary for primary school enrollment. Eligible poor children who have established a file can also enjoy relevant state funding policies. At the same time, in the new semester, the county education and sports bureau also reminds parents to choose to register legal kindergartens for school-age children, apply for school registration and pre-school education certificates, receive high-quality, regular and safe conservation and education, enjoy relevant policies to benefit the people, and ensure that their legitimate rights and interests are guaranteed.
