1. Since the implementation of the "Sunshine Project" for college enrollment in 2005, with the support and cooperation of relevant departments, the Ministry of Education, local education departments at all levels and colleges and universities have continuously improved their systems and standardized management, strengthened public publicity and social supervision, and increased penalties for violations, which has generally ensured the fairness, justice, standardization and order of enrollment work and has been fully affirmed by the majority of candidates, parents and society.

2. The policy of extra points for college entrance examination has played an important role in implementing the Party's educational policy, promoting students' all-round development and personality development, and providing multiple evaluation information for selecting talents in colleges and universities. However, due to the high-risk characteristics of the policy of adding points to the college entrance examination, some problems have appeared in its implementation in recent years: First, irregularities such as falsification of candidates' qualifications or identities have occurred from time to time; Second, some enrollment policies are gradually alienated in the implementation, which deviates from the original intention of policy design. There is a strong demand for standardization and adjustment in society. The Outline of the National Medium-and Long-Term Education Reform and Development Plan (20 10-2020) recently promulgated by the Central Committee of the Communist Party of China and the State Council clearly stated that it is necessary to "clean up and standardize the policy of extra points for entering higher schools".

3. The Ministry of Education actively implements this plan. In conjunction with the State Ethnic Affairs Commission, the Ministry of Public Security, the State Sports General Administration, and the China Association for Science and Technology, we conducted serious research and argumentation and solicited opinions extensively, and issued a document on adjusting some college entrance examination plus points and further strengthening management.
