First of all, on behalf of China long gang zhen Municipal Committee, Town People's Congress and Town People's Government, I would like to extend a warm welcome to all the leaders and guests attending the national suburban town development and construction seminar held in our town! At the same time, I would like to express my heartfelt thanks to the Rural Department of the State Council Development Research Center and China Suburban Economic Research Association for arranging the inaugural meeting and the first seminar of the National Suburban Small Town Development and Construction Research Committee in Longgang, so that leaders and representatives from all over the country can further understand, understand and support Longgang and pass on the classics to Longgang. Now, I will briefly report on the development of reform and construction in long gang zhen 18 years.

First, the reform and development of Longgang since its founding.

Longgang Town is located in the south wing of Wenzhou, on the south bank of Aojiangkou, one of the eight major water systems in Zhejiang Province. Established in 1984. After 1992 and 2000, the total area of the town is 80.7 square kilometers, and the permanent population is 280,000 (registered population is 23 10), of which the built-up area is 10. In 20001year, the town achieved a GDP of 3.88 billion yuan, a GDP of 9.05 billion yuan, a GDP of 8.75 billion yuan, a market turnover of 4.2 billion yuan, a foreign trade supply value of 332 million yuan, a fiscal revenue of 267 million yuan and a per capita income of 6,066 yuan, accounting for more than 40% of the county's total economic output. It is the economic center of Cangnan County, the main town with strong comprehensive strength in Wenzhou and Zhejiang Province, the experimental zone for the integrated development of urban and rural areas in Wenzhou, the experimental zone for the comprehensive development of society in Zhejiang Province, the national demonstration town for the construction of small towns, the pilot town for the comprehensive reform of small towns in China, and the pilot town for the "Sustainable Development of Small Towns in China" project of the United Nations Development Programme.

It can be said that Longgang is the source and experimental field of rural reform in China. At the beginning of the town, it took the lead in carrying out the "three major reforms" of household registration management system, paid land use system and joint-stock cooperative enterprise system, attracting surrounding farmers to enter the city with their own rations, settling down, developing their own enterprises and finding jobs, realizing the population, capital and industry gathering in the early days of the town's establishment, and making Longgang build a new industry and trade from scratch, from small to large, and from weak to strong. It has successfully embarked on a new way to build a modern town by relying mainly on farmers' own strength instead of relying on state investment, and is known as "the model of farmers building cities at their own expense in China" and "the first farmer city in China". 1995 in June, long gang zhen seized the historic opportunity that eleven ministries listed Longgang as a pilot town for comprehensive reform of small towns in China. Focusing on institutional innovation, the pilot project of comprehensive reform of small towns in Longgang has been fully implemented since 1996. Dramatic reforms have been carried out in seven aspects: administrative management system, financial management system, planning management system, household registration management system, industry management system, urban construction and management model, and education management mechanism. A management mechanism adapted to urban operation has been initially established, and four changes in Longgang's economy and society have been realized, namely, the government's behavior has changed from lagging to adaptability, the economic growth mode has changed from extensive to intensive, the urban construction mode has changed from urban to urban, and people's ideas have changed from residents. In 200 1 year, the town's GDP, industrial output value, market commodity turnover and fiscal revenue were 3.3 times, 3.6 times, 2.3 times and 3 times of those before the comprehensive reform 1995, respectively, and the spiritual civilization construction has also achieved fruitful results. Through fruitful creation activities, it has been successively rated as a civilized town in Zhejiang Province, a strong town in education in Zhejiang Province, an advanced town in mass sports in China, and one of the top 100 investment environments in China.

Second, the main practices and experiences in the process of reform and development in long gang zhen.

Since Longgang was founded eighteen years ago, successive town committees and governments have always adhered to reform as the driving force, market-oriented, seized opportunities, took the lead in development, actively adopted various reform measures and constantly created new advantages.

The first is the policy of paid transfer of living land. In the early days of the town, faced with five poor and backward small fishing villages with a population of only 6,000 and a total industrial and agricultural output value of less than 5 million yuan, it was unrealistic to build a fairly large-scale town in a short time without funds, population and industry. Our town carries forward the reform spirit of "being the first in the world" and boldly introduces the reform of the paid land use system. When there was no planning concept in small towns at that time, they took the lead in formulating urban development plans, publicizing the development blueprint of Longgang to the farmers who got rich first around them, and attracting them to build houses and settle in cities. Each foundation (length12m, width 3.5m) is divided into six grades according to different road sections (up to 5,000 yuan, minimum 700 yuan), and urban construction funds are raised by collecting municipal facilities supporting fees. By the end of 1985, more than 100,000 yuan of municipal facilities supporting fees had been collected, which basically solved the funds needed for the construction of "three links and one leveling" at that time. Starting from 1987, bidding for non-industrial land will be conducted. On the basis of insisting that the government monopolizes the primary land market, the land supply mode is standardized, the differential rent is increased to the maximum extent, the undue loss of land assets is avoided, and the land is used to generate wealth and support the city. 1992 the best plot price per square meter 15000 yuan, and the annual selling fee is 58 million yuan; 1997, the best land was sold at a price of 53,750 yuan per square meter, and the annual land transfer fee was 75.56 million yuan. Since 1998, a total of 580 million yuan has been collected from land transfer fees and infrastructure supporting fees, and most of the funds collected have been invested in the construction of new infrastructure and public supporting facilities, forming a benign circular investment mechanism of collection-investment-collection-reinvestment. Since 18 was established, the whole society has invested 81700,000 yuan in urban construction.

The second is to do a good job in the management of municipal facilities. As a small town, if you want to plan, build and manage well without direct investment from the state, you must boldly reform and innovate and do a good job in urban management. In view of the advantages of Longgang's developed economy and abundant private capital, we should make full use of the market mechanism to reorganize and operate the tangible and intangible assets of cities and towns, and take the road of market-oriented urban construction, that is, building cities, supporting cities and revitalizing cities. First, actively promote the diversification of urban construction investment subjects, the commercialization of project operation and facilities, and push some municipal public facilities projects to the society. At present, public auction and bidding have been implemented for the right to operate bus lines, street cleaning, urban river cleaning, public toilets cleaning, garbage collection, advertising management, parking lots (spots) and other management rights, so as to maximize the income of revenue-oriented projects and minimize the cost of expenditure-oriented projects. Zhejiang Province, for example, was the first to invite public bidding for the right to clean urban rivers. After the sanitation department estimated the cost of river cleaning in the urban area of our town at a low limit, the river cleaning right in the urban area was publicly invited to the whole society, and the annual river cleaning right was awarded to the lowest bidder. According to the calculation, the pre-tender estimate for urban river cleaning in 13 section is 232,000 yuan. After bidding to the whole society, we finally won the bid with 16880 yuan. Similarly, we auctioned the right to clean the main streets of the city, ensuring the all-weather cleaning of the main streets, and the sanitation department supervised the cleaning of the streets. Sanitation workers changed from sweeping garbage to looking for garbage, and the quality of cleaning was greatly improved. Through the bidding of cleaning right, it not only reduces the running cost of cities and towns, but also improves the cleaning effect. Second, according to the principle of "who invests, who builds, who operates and who benefits", public supporting facilities such as professional markets, schools, hospitals and hotels will be put on the market to attract private investment. At present, more than 20 professional markets, 128 kindergartens, 5 high-end hotels, 7 primary and secondary schools and 1 county-level Chinese medicine hospitals in the town are all undertaken by social forces. Third, actively guide village-level collective economy to invest in public construction projects.

For example, Hedi Gaocun used the collective economy to establish Longhua Hotel; Fangyan Village invested in Longgang Theater, long-distance passenger station and wholesale market of ceramic products. The wholesale market of textile industrial products founded by Xindu Village has an annual sales of 700 million yuan, and its products are sold all over the world. After these public construction projects were invested by the village collective economy, they not only reduced the burden on the town government, but also further developed and strengthened the village collective economy.

Third, actively cultivate industries with distinctive advantages. Longgang was developed by farmers entering cities to run enterprises. Without the support of industries with distinctive advantages, there will be no advantages in development and competition, and it will be difficult to retain enterprises. Entrepreneurs who enter peasant cities may go out of peasant cities and develop in big cities. Therefore, we always regard the cultivation of industries with distinctive advantages as the top priority of economic development. First, speed up the construction of characteristic industrial parks. In recent years, our town has built three large-scale and high-grade industrial parks, including two printing industrial parks and 1 plastic woven industrial park. Taking Jinlong Avenue Economic Corridor as the development axis, a 5-square-kilometer printing gift industry base has been planned. A comprehensive industrial park of 10 square kilometers has been planned with the vast marine painting garden in the east of the city, making it a base for gathering leading enterprises, brands and production factors, and giving full play to the role of demonstration and driving. At the same time, "the best geographical location, the best preferential land price and the best service" attract enterprises to invest, lower land prices and lower the "threshold" for enterprises to enter the park, fully embody the preferential policy orientation in the whole process of park construction, and implement "one-stop" tracking service for enterprises entering the park, simplify the examination and approval procedures and improve work efficiency. At present, 350 mu of strip steel production line with an annual output of 55,000 tons, gift production park 150 mu, BOPP project with an investment of 220 million yuan and BOPET project with an investment of 654.38+0.8 billion yuan have been built one after another. Secondly, make every effort to build the regional brand of "China Printing City". Longgang printing industry has become the first pillar industry in our town with its huge business network, flexible business mechanism, rapid technological innovation and rapid regional agglomeration. At present, there are more than 400 printing enterprises in the town, with an annual output value of 3.5 billion yuan, accounting for 40% of the town's total industrial output value, 40% of the city's total printing output value, and nearly one-sixth of the province's total printing output value, with more than 45,000 employees. Longgang has become a large printing industry distribution center in China, and is the "China Printing City" approved by China Printing Technology Association. It is also a "golden business card" that our city is making every effort to build the top ten "national" light industry bases in the international light industry city. Through the construction of printing industry base, Longgang International Printing Equipment and Materials Exhibition will be held once a year, and enterprises will be organized to participate in various influential printing exhibitions and product fairs at home and abroad. As well as the interactive networking activities of "Dressing in Wenzhou and Printing Longgang" with Wenzhou garment and shoe leather industries, so as to launch the regional brand of "China Printing City" at home and abroad and further expand the influence of Longgang printing industry.

Fourth, pay attention to improving the taste of cities and towns. As a peasant city, Longgang is dominated by peasants, and the residents transformed from peasants are the product of urbanization. With the continuous development of urban economy and society, higher requirements are put forward for the civilized quality of residents. To this end, we regard getting rid of the consciousness of small farmers and improving people's quality as a major strategic move for social progress. The first is to cultivate people through education. Since the establishment of the town, the town government has invested 520 million yuan in education through various channels, gradually building Longgang into a strong education town in Zhejiang Province, and gradually exploring a new way to run a big education in a big society in the school-running system, forming a new educational pattern that combines public and private education, integrates general education, vocational education, special education, adult education and preschool education, and has its own scale and characteristics. Now there are 55 primary and secondary schools in the town, of which private schools account for the majority. The second is to cultivate people with the environment. In urban construction and management, we attach great importance to environmental construction, attracting and edifying people with beautiful living environment and good humanistic environment. In recent years, 654.38 billion yuan has been invested in greening construction, including Riverside Bund Park and Longgang Bridge Park, and the greening area has increased by more than 250,000 square meters in the past three years. And actively implement the "reconstruction project" of the old city to promote the lighting and beautification of the old city. At the same time, we should intensify cultural construction, accelerate cultural accumulation, enrich cultural details, strive to create a strong cultural atmosphere, and actively hold various mass cultural activities, such as 1999, when China TV gave a grand performance of 200 pianos in Longgang, Guinness, and held a series of mass cultural activities in Bund Square in 2000. Through the improvement of soft and hard environment, the civilized quality and urban taste of residents will be continuously improved. People are once again bound by the system. In order to strengthen urban management, our town has successively formulated the "Eight Conventions on Civilization and Hygiene" and the "Measures for City Appearance Management" and other systems, delineated noise and smoke control areas within the urban area, and strengthened environmental supervision; Implement strict management and heavy punishment, and gradually eliminate the bad life behavior of some residents; Through the introduction and implementation of a series of management systems, great changes have taken place in the urban landscape, and residents' awareness of civilization has been significantly enhanced.

Third, the next strategic goal and development ideas

Longgang, entering the new century, is facing a rare historical opportunity. My town should accelerate the reform, construction and development of Longgang under the guidance of "developing new ideas, new breakthroughs in reform, opening up a new situation and new measures in all work" put forward by the 16th National Congress of the Communist Party of China. Strive to build Longgang into a regional central city in the Aojiang River Basin. The key point is to do a good job of "five accelerations and five improvements":

First, accelerate the process of urbanization and improve the attractiveness and radiation of the city.

Relying on the port of Aojiang River, do a good job in overall planning and coordination on both sides of Aojiang River, speed up the construction of major infrastructure such as river-crossing bridge, expressway connection, East China Sea passage, urban road skeleton, water and electricity, speed up the construction of urban framework, and constantly improve urban functions. We will continue to do a good job in urban greening, beautification, lighting and purification projects, strive to improve the city's taste, and further enhance the city's attraction and radiation.

Second, accelerate the adjustment of industrial structure and improve the competitiveness of regional economy.

Relying on upgrading characteristic industrial parks, we will support key backbone enterprises to scale up and become a climate. Focus on the construction of printing industrial bases, comprehensive industrial parks and plastic weaving industrial parks, strive to form economies of scale and agglomeration effects, actively use high-tech and advanced applicable technologies to transform and upgrade traditional industries, make great efforts to enlarge and strengthen a number of advantageous industries such as printing, textile and plastic weaving, do a good job in the regional brand of "China Printing City", take Wenzhou Gift City as the window, accelerate the expansion of gift industry to the production and processing field, and continuously extend the industrial chain.

Efforts will be made to promote agricultural industrialization, take modern agricultural parks as the carrier, speed up the development of benefit agriculture, vigorously develop various professional cooperative economic organizations in rural areas, improve the level of agricultural industrialization, and realize agricultural efficiency and farmers' income increase.

Vigorously develop high-quality tertiary industry, broaden employment opportunities and improve the overall level of economic development. At the same time, we will vigorously develop financial and insurance, scientific and technological services, real estate, labor and other factor markets, and strive to build a "credit dragon port" by standardizing the market economic order.

Third, accelerate the development of various social undertakings and improve the level of economic and social coordination.

Actively implement the strategy of "revitalizing the town through science and education", increase investment in science and education, and promote the priority development of science and education. Guide and help enterprises to establish technical cooperation with domestic scientific research institutions and universities, establish the industrialization of scientific research achievements and a long-term cooperation mechanism of "production, learning and research", take improving people's quality and the level of urban and rural civilization as the goal, extensively carry out mass spiritual civilization creation activities, push the construction of civilized towns to a higher level, and promote coordinated economic and social development.
