The term "enterprise" as mentioned in these Regulations refers to all kinds of enterprises registered according to law.
The school-enterprise cooperation in vocational education as mentioned in these Regulations (hereinafter referred to as school-enterprise cooperation) refers to the cooperative activities implemented by schools and enterprises through joint running of schools, cooperative research, co-construction of institutions, resource sharing and transformation of achievements. Article 3 These Regulations shall apply to the organization, implementation, guarantee and supervision of school-enterprise cooperation within the administrative area of this province. Article 4 To carry out school-enterprise cooperation, we should adhere to the principles of moral education first, implementation according to law, equality, voluntariness and mutual benefit, and mobilize the enthusiasm of both schools and enterprises to achieve common development. Article 5 School-enterprise cooperation shall be based on the cooperation mechanism of school-enterprise dual-subject leading implementation, government promotion, industry guidance and social participation. Article 6 The people's governments at or above the county level shall incorporate the promotion of school-enterprise cooperation into the national economic and social development plan and industrial development plan, establish a joint meeting system for vocational education composed of education, human resources and social security, development and reform, industry and information technology, finance, agriculture and rural areas, state-owned assets supervision and management, taxation, poverty alleviation and other relevant departments, trade unions and other group organizations and industry organizations, coordinate the work related to school-enterprise cooperation, and study and solve major problems in school-enterprise cooperation. Seventh people's governments at or above the county level shall be responsible for the comprehensive coordination and macro management of school-enterprise cooperation, and do a good job in related work in conjunction with relevant departments.
The relevant departments of the people's governments at or above the county level shall be responsible for formulating relevant policies to promote school-enterprise cooperation within their respective responsibilities and guiding industries and enterprises to carry out school-enterprise cooperation. Chapter II Organization and Implementation Article 8 Schools shall actively cooperate with qualified enterprises in terms of personnel training, scientific and technological innovation, employment and entrepreneurship, social services and cultural heritage according to their respective characteristics, advantages and talent training needs.
The school should formulate a school-enterprise cooperation plan, establish a school-enterprise cooperation management system, clarify the institutions and personnel responsible for school-enterprise cooperation, and implement a teaching organization mode that adapts to school-enterprise cooperation. Article 9 Enterprises are encouraged to participate in school-enterprise cooperation and participate in the national enterprise certification of integration of production and education by using resources such as talents, capital, knowledge, technology, facilities, equipment and management.
Enterprises can establish a school-enterprise cooperation system, set up student internship and teacher practice posts, and arrange specialized institutions or personnel to participate in school-enterprise cooperation. Tenth schools and enterprises to carry out cooperation, should be equal consultation, signed a cooperation agreement, clear cooperation objectives and tasks, content, rights and obligations, cooperation period, liability for breach of contract and other matters. Eleventh schools and enterprises can combine the actual situation, to carry out the following cooperation:
(a) according to the demand of the job market and the direction of industrial development, schools and enterprises can cooperate to set up majors, develop curriculum system, teaching standards, teaching materials and teaching AIDS, carry out professional construction, and participate in the construction of 1+X (education plus some vocational skill levels) certificates;
(two) schools and enterprises can cooperate to study and formulate job specifications and quality standards;
(3) Schools and enterprises can jointly build and share productive practice training bases, student innovation and entrepreneurship centers, staff training centers and R&D institutions;
(4) Schools can build industrial or regional training bases to encourage SMEs to participate in school-enterprise cooperation;
(five) enterprises can rely on or jointly set up industrial colleges and skill master studios, laboratories, innovation bases and practice bases according to law;
(six) the school can introduce enterprise production technology, production equipment and technical personnel, and jointly set up internship positions with enterprises;
(7) Schools may establish branch schools in cooperative enterprises according to law, and jointly carry out productive training and work-study training with enterprises according to students' professional training objectives;
(eight) schools and enterprises can carry out apprenticeship training cooperation according to the post requirements of enterprises, joint enrollment, and joint training according to the mode of combining work with study;
(9) Conditional schools and enterprises can cooperate to cultivate international technical and technical talents by means of Chinese-foreign cooperative education and international general vocational qualification teaching according to law;
(ten) schools can carry out continuing education, vocational training, community education, vocational skill level evaluation and other service activities with enterprises;
(eleven) other forms of school-enterprise cooperation. Twelfth enterprises and industry organizations can take sole proprietorship, joint venture, cooperation and other ways to participate in the establishment of schools according to law.
Enterprises and public schools, government and private schools may establish joint-stock and mixed-ownership schools or colleges (departments or departments) according to law. Thirteenth support industry organizations, enterprises and schools to take the lead in establishing vocational education groups or other forms of production and education consortia with diversified investors. School teachers practice in enterprises or training bases at least once a year. Implement a five-year rotation training system for all teachers.
