Notice of the People's Government of Zhejiang Province on Further Improving the Pilot Work of Comprehensive Reform of College Entrance Examination

In order to further deepen the comprehensive reform of the college entrance examination, according to the spirit of the national and provincial education conferences, benchmark construction? Important window? The new target and new orientation reviewed and adopted by the Standing Committee of the Provincial Party Committee and the executive meeting of the provincial government are hereby notified as follows:

First, adhere to the comprehensive reform direction of the college entrance examination.

According to the decision of the CPC Central Committee and the State Council, our province started the comprehensive reform of college entrance examination in 20 14. In the past five years, our province has comprehensively promoted the comprehensive reform of college entrance examination, initially established a more fair, scientific, efficient and diverse college entrance examination enrollment system, successfully completed three rounds of college entrance examination enrollment, and achieved initial results.

At present, the comprehensive reform of college entrance examination in our province needs to be further strengthened in terms of system and coordination, condition guarantee and capacity building. In this regard, we must persist in deepening reform and strive to achieve the unity of actively and steadily promoting, problem-oriented and effect-oriented, promoting fairness and improving efficiency. Adhere to moral education-oriented, student-oriented, and promote the healthy growth of students as the starting point and end result of the reform. Adhere to coordinated promotion, strengthen organizational guarantee, further strengthen the traction function of college enrollment, the promotion function of middle schools and the assistance function of society, unite the ideological consensus of students, parents, teachers and society, and create a good environment and atmosphere for the comprehensive reform of college entrance examination.

Second, specific measures to improve the reform pilot program

(1) The senior high school entrance examination is arranged according to the grade, and the unified subjects of the same grade are unified, starting from the first-year students who enter school in 2020.

(2) The grades of foreign languages and elective subjects will be changed from two-year system to the current year system, and will be implemented from the 2002 1 and1exams.

(3) The grade difference of the selected subjects was changed from 3 points to 1 point, and it will be implemented from the selected subjects 1 in 2022.

(4) The number of admission sections has been changed from three to two, starting from 20021enrollment.

(five) from 2023 onwards, the use of Chinese, mathematics and foreign languages in the national unified examination papers will be implemented.

(six) as a qualified examination, the vocational skills operation examination is organized by the unified standards of the province and the cities and counties, and the examination is qualified as a condition for entering the examination. The theoretical knowledge examination of vocational skills is still organized by the whole province, and will be implemented from enrollment in 2022.

Third, strengthen organizational leadership and condition guarantee.

(1) Strengthen organizational leadership. Implement the territorial responsibility of local party committees and governments for the comprehensive reform of the college entrance examination and the responsibility of the main person in charge as the first responsible person, effectively strengthen organizational leadership, and coordinate the implementation of relevant reforms and safeguard measures. All relevant units should earnestly perform their duties, strengthen coordination and cooperation, form a joint force of reform, and ensure that all reform measures are put in place. Further strengthen the bottom line thinking, strengthen risk prevention and control, and continuously improve the ability of early warning, response and problem solving.

(2) Consolidate ideological consensus. Vigorously publicize the significance of deepening the comprehensive reform of college entrance examination. Conduct training at different levels, guide high school principals and teachers to speed up the change of educational concepts and actively participate in the reform of college entrance examination. Establish and improve the evaluation mechanism that conforms to the laws of education, and correct the one-sided views on education, talents, quality and achievements that only evaluate education, schools and teachers by the enrollment rate.

(3) Strengthen the condition guarantee. Within the total number of existing primary and secondary school teachers, the number of ordinary high schools should be appropriately increased, and full-time teachers in ordinary high schools should be allocated. Give full consideration to the reality of the workload changes of senior high school teachers after the comprehensive reform of college entrance examination, fully reflect the performance and incentive factors in the performance salary and annual assessment reward distribution, and tilt towards teachers with more workload increase. Improve the public funds for ordinary high school students and speed up the construction of teaching venues such as subject classrooms and innovative laboratories. Strengthen the professional construction of the examination enrollment team, establish a work guarantee mechanism for professionals who enter the proposition (make test papers), speed up the construction of the proposition base, and improve the quality of the proposition and examination.

This notice shall come into force as of the date of promulgation. If the relevant provisions of the Notice of the People's Government of Zhejiang Province on Printing and Distributing the Pilot Program for Deepening the Comprehensive Reform of the College Entrance Examination System in Zhejiang Province (Zhejiang Zheng [2014] No.37) and Several Opinions of the People's Government of Zhejiang Province on Further Deepening the Comprehensive Reform of the College Entrance Examination (Zhejiang Zheng [2017] No.45) are inconsistent with this notice, the provisions of this notice shall prevail.
