Quanzhou Ocean University is a higher vocational college approved by the Fujian Provincial People's Government and put on record by the Ministry of Education. It was founded by Mr. Cai Tianzhen, a patriotic overseas Chinese from Singapore whose ancestral home is Shishi, Fujian.

Construction began in 2005. It officially opened in 2009. In 20 15, the number of non-commissioned officers directly recruited into the army exceeded 50% of the total number of colleges and universities in Quanzhou, and was rated as an advanced unit in conscription work in Fujian Province in the past three years. 20 17, 20 18, and won the second prize of Fujian vocational education teaching achievement in 2020.
