The National Defense Education Committee refers to the organization that leads and manages the national defense education work in a unified way. Its members are composed of the responsible persons of the relevant departments of the party, government and military organs and people's organizations such as workers, youths and women; The chairman shall be the person in charge of the Party committee, government and military organs at the same level. Its function is to publicize and implement national laws and regulations on national defense education, study and solve major problems in national defense education in its administrative region, and coordinate the national defense education work of relevant departments.

People's Republic of China (PRC)'s national defense education law is based on the national defense law and the education law.

National defense education is a basic education for all citizens, involving all aspects, rich in content and wide in scope. The integrity of national defense construction determines the content of national defense education. Modern national defense not only refers to the construction of troops, weapons and equipment, battlefields and strategic locations, but also is closely related to the country's economic strength, political situation, national psychology, educational level and population quality.

The contents of national defense construction mainly include: armed forces construction: battlefield construction, various mobilization preparations of manpower and material resources: frontier defense, coastal defense, air defense and civil air defense construction, strategic material reserve, national defense industry construction and national defense science and technology research: national defense education and military training for the people and students, development of national defense sports, establishment and construction of national defense laws and regulations system, military theory research and development of military science, formulation and improvement of practical strategic and tactical principles: reserve force construction and national defense-related railways and highways. The focus is on army building.

National defense education is led by the State Council, and local people's governments at various levels lead the national defense education work within their respective administrative areas. Resident military organs shall assist and support local people's governments in developing national defense education.
