In order to further reduce environmental pollution and ensure public safety and the personal and property safety of residents in our county, according to the laws and regulations such as People's Republic of China (PRC) Air Pollution Prevention Law, People's Republic of China (PRC) Forest Law, People's Republic of China (PRC) Fire Protection Law and the State Council Fireworks Safety Management Regulations, combined with the actual situation of our county, the relevant matters concerning the prohibition of fireworks, firecrackers and hydrogen balloons are hereby notified as follows:

1. Fireworks, lanterns and hydrogen balloons are prohibited in the following areas of our county:

No-burning zone in the main urban area of Liannan County: from sanjiang town Immigrant Village in the east, to the county ethnic primary school in the south, to the northwest mountain in the west and to Shiquan Park in the north.

Fireworks, lanterns and hydrogen balloons are prohibited in the following places in cities and towns, except for the above-mentioned no-burn zones in the main urban areas of the county:

1. Stations of party and government organs and institutions;

2. Cultural relics protection units;

3 passenger stations, primary and secondary roads, bridges and other transportation hubs;

4 production, sale and storage of flammable and explosive materials and safe distance around key fire control units;

Large-scale energy and power facilities, water conservancy facilities, power transmission and transformation facilities and water, electricity, fuel, gas, heating and other facilities in the safety protection zone;

6. Medical institutions, kindergartens, primary and secondary schools, nursing homes and public cultural places;

7. Key fire prevention areas such as mountain forests;

8. Markets, large shopping malls and other crowded places.

Other places where fireworks, firecrackers, lanterns and hydrogen balloons are prohibited as prescribed by laws and regulations.

Two, during the emergency response to heavy pollution weather, it is forbidden to set off fireworks, lanterns and hydrogen balloons within the administrative area of our county.

Third, if it is really necessary to hold a fireworks party or other large-scale fireworks display activities in the area where fireworks, lanterns and hydrogen balloons are prohibited, the organizer shall apply to the county public security organ according to law. In line with the conditions, the public security organ at the county level shall issue a license according to law and make an announcement to the public.

Four, the county public security bureau, the county emergency bureau according to the relevant provisions of the state, province and city, responsible for the prohibition of fireworks, sales of lanterns and hydrogen balloons management. County comprehensive, forest public security, natural resources, meteorology, market supervision, housing construction, ecological environment, publicity, justice and other departments and the sanjiang town Municipal Government shall, according to their respective functions and duties, be responsible for the work related to the prohibition of fireworks, lanterns and hydrogen balloons.

Five, the town people's government and the villagers' committee should take various forms to organize and carry out publicity and education work to prohibit the discharge of fireworks, lanterns and hydrogen balloons. State organs, social organizations, enterprises, institutions and other organizations shall do a good job in the publicity and education of prohibiting the discharge of fireworks, lanterns and hydrogen balloons. County radio and television stations, county government websites and other media propaganda units should strengthen the publicity and guidance of prohibiting the discharge of fireworks, lanterns and hydrogen balloons.

Six, national staff should take the lead in implementing the relevant provisions prohibiting the discharge of fireworks, lanterns and hydrogen balloons. Those who set off fireworks, lanterns and hydrogen balloons in violation of regulations shall be criticized and educated by their units until they are punished.

Seven, the units and individuals who set off fireworks, lanterns and hydrogen balloons in violation of the provisions shall be punished by the county-level public security, urban comprehensive, emergency, market supervision and other departments according to their respective functions and duties, according to the People's Republic of China (PRC) Public Security Management Punishment Law, the People's Republic of China (PRC) Fire Prevention Law and the the State Council Fireworks Safety Management Regulations and other laws and regulations. If a crime is constituted, criminal responsibility shall be investigated according to law.

Eight. This implementation plan shall come into force on February 5, 20021year, with a validity period of 5 years until February 5, 2026. If this document is invalid or partially invalid due to the revision of laws, regulations and policies, the new regulations shall prevail.
