Article 1 These Regulations are formulated in accordance with the Regulations on Education Supervision for the purpose of implementing the Measures for the Supervision of Responsible Supervisors in Primary and Secondary Schools and standardizing the supervision of Responsible Supervisors in Primary and Secondary Schools.

Article 2 make plans. Responsible inspectors should make monthly, quarterly and annual work plans according to the annual work arrangement of the education supervision department, aiming at the outstanding problems in the education field and combining with the actual situation of the school in charge, and report them to the education supervision department for review and filing.

Article 3 determine the plan. For each supervision, the responsible inspector shall formulate a specific plan, define the supervision tasks and key points, and fill in the School Supervision Record Form, which includes the supervision school, time, purpose and content.

Article 4 Supervision methods. The responsible inspector can carry out routine supervision at random without notifying the supervised school in advance. According to the needs of supervision, the school can also be required to prepare related matters in advance to assist in the work.

Article 5 Registered supervision. The inspector in charge shall produce the inspector's certificate when carrying out supervision.

Article 6 Campus patrol. Responsible inspectors should carefully check the teaching building, office building, laboratory, student dormitory, canteen, toilet and other facilities and equipment, pay attention to understand the management, use, safety and hygiene, find problems in time, and eliminate potential safety hazards.

Seventh, push the door to attend classes. Responsible inspectors can randomly enter the classroom to understand the teaching situation, including teaching content, teaching methods, teaching means, classroom interaction, teaching effect and so on. Make good class records, communicate with teachers after class and make suggestions. Don't interfere with the normal teaching order in class.

Article 8 Access to information. Responsible inspectors can consult the rules and regulations of school affairs management, financial management, teaching management, personnel management, logistics management, etc. , school related meetings and activities records, student status files, financial accounts, teachers' teaching plans, student assignments, etc. We should respect the characteristics of running a school, and strictly keep confidential information that is not suitable for disclosure.

Article 9 Questionnaire survey. Responsible inspectors can set up questionnaires according to the supervision matters, and conduct investigations in a certain range in an appropriate way to fully understand the real situation of the school or the demands of teachers and students.

Article 10 discusses access. Responsible inspectors can communicate with principals, teachers, employees and students at any time, hold seminars for teachers, parents or students, and learn about school management, teaching and students' learning activities; You can also go deep into the community, students' families and relevant units to understand the opinions of the masses on school work. When necessary, interviews can be conducted through unannounced visits, individual interviews, withdrawal of relevant personnel, anonymous questionnaires, and confidentiality commitments. It is necessary to protect the privacy of the interviewees, but also to encourage telling the truth and telling the truth.

Article 11 supervision records. In supervision, the responsible inspector can record the current situation, problems and opinions by recording, taking photos, recording and copying files.

Article 12 feedback. Responsible inspectors should put forward suggestions for improvement on the problems found, form feedback opinions and communicate with the school in time.

Thirteenth rectification notice. Major problems found by responsible inspectors in supervision shall be reported in writing to the education supervision department and put forward rectification opinions. The education supervision department will issue a rectification notice to the school and relevant departments, and clearly put forward the rectification requirements and rectification time limit.

Article 14 urge rectification. According to the requirements of the rectification notice, urge the school or relevant departments to seriously rectify. If it is not handled in time or the rectification within a time limit is not in place, it shall report to the person in charge of the regulatory department in time.

Fifteenth summary report. Responsible inspectors shall report their work to the education supervision department in written form every month. Summarize the supervision work every year and accept the inspection and evaluation by the education supervision department.

Article 16 Write a report. The responsible inspector shall independently complete the monthly, quarterly and annual supervision reports. The supervision report shall include the supervision task, supervision process, typical experience, outstanding problems, supervision conclusions and supervision suggestions. Reports should be realistic, clear, concise and well-founded.

Seventeenth provincial education supervision departments can formulate detailed rules for implementation according to these regulations.

Article 18 These Rules shall come into force as of the date of promulgation.
