This is the original ideological source of quality education.

Comrade Jiang Zemin put forward in the report of the 16th National Congress of the Communist Party of China: "Insist on educational innovation, deepen educational reform, optimize educational structure, rationally allocate educational resources, improve educational quality and management level, comprehensively promote quality education, and cultivate hundreds of millions of high-quality workers, tens of millions of specialized personnel and a large number of top-notch innovative talents."
