According to the spirit of the Notice of the Department of Human Resources and Social Security of Guizhou Province on Doing a Good Job in Introducing Talents to Institutions in the Tenth Guizhou Talent Expo (Ren Qian She Tong [2022] No.49), combined with the Implementation Measures for Recruiting Talents and Introducing Talents in Sinan County (Trial) (Si Dangban Zi [2021] No.51), it is specially formulated.
I. Organizational leadership
The introduction of talents is led by the talent work leading group of the county party Committee and the talent office of the county party Committee. The County People's Social Security Bureau, the County Education Bureau and the County Health Bureau respectively organize and implement the introduction of comprehensive, educational and health talents according to this plan.
Second, the import principle
According to the standard of having both ability and political integrity, talent introduction adheres to the principles of democracy, openness, competition and merit selection, and implements open conditions, posts, registration, examination, employment and supervision, in strict accordance with the procedures of planning, announcement, online registration, qualification examination, examination (interview), physical examination, inspection, publicity and employment.
Third, introduce the object.
(1) High-level talents: graduates of institutions of higher learning with master's degree or above, the age of master's degree is generally under 35 years old, and the age of doctor's degree is generally under 45 years old. The age of high-level talents who meet other conditions of the post to be introduced is calculated to April 30, 2022.
(II) Talents in urgent need of shortage: Graduates with bachelor's degrees in institutions of higher learning are generally under 30 years old and meet other requirements for the positions to be introduced, and they are talents in urgent need of shortage. The age is calculated as April 30, 2022.
Fourth, the introduction plan
This time, 37 high-level talents in urgent need were openly introduced to the society, including 1 1, 23 in health and 3 in education. 2. Registration materials (graduation certificate, degree certificate (employment recommendation form for fresh graduates in 2022), ID card, corresponding qualification certificate required by the post, and the registration information form for the second batch of high-level and urgently needed talents openly introduced by Sinan County in 2022 in the 10th Guizhou Talent Expo) are compressed and uniformly named as "position code+name+contact number" and sent to relevant mailboxes.
3. There is no registration proportion and no registration fee for this talent introduction.
4. The registration time starts from the date of publication of the scheme, and the deadline for registration is May 7, 2022 17: 00. Applicants can only choose one way to register, and applicants can only choose one position to register, and the registration information must be true and accurate. Whoever forges false information to cheat the examination or employment qualification shall be disqualified once verified. Those who pass the qualification examination shall be signed by the specific examiner (qualified or unqualified) for confirmation. Qualification examination runs through the whole process of talent introduction. If any link is unqualified, the applicant's qualification will be cancelled and the responsibility of the relevant responsible person will be investigated. The list of qualified personnel will be publicized on the website of Sinan County People's Government.
(4) Examination (interview). After passing the qualification examination, the applicants will enter the interview (trial). This interview (trial lecture) is conducted in a structured way, and the examination place, time, topic and standard are unified for the same position. The interview time and place will be announced separately. Test scores should be rounded to two decimal places. After the examination, the interview results will be reported to the leading group for talent work of the county party committee for examination and approval, and publicized on the website of Sinan County People's Government.
Test scores of 80 are divided into qualified scores, and applicants below the qualified scores are disqualified from entering the next link.
(5) Signing an employment intention agreement. After the examination results are publicized, the qualified candidates are sorted according to their examination results, and the personnel to be introduced are determined according to the ratio of the number of talent introduction plans for each position 1: 1.
After determining the imported personnel, if both parties reach the signing intention in accordance with the principle of "two-way selection", they will sign the Employment Intention Agreement for Imported Talents in Sinan County (if the final examination results are tied, an additional test will be conducted, and the one with the highest additional test results will sign an employment intention agreement). Graduates in 2022 are required to sign the Employment Agreement for Graduates of National Colleges and Universities (hereinafter referred to as the "Tripartite Agreement", which is provided by the applicants themselves).
(6) physical examination. Those who signed the Tripartite Agreement and the Intentional Agreement on Recruiting Talents in Sinan County are the objects of physical examination. The physical examination shall be carried out by the hospital designated by the Talent Office of the county party committee (the talents to be introduced to participate in the national regulation training can be examined in the regulation training hospital), and shall be organized and implemented by the leading group for introducing talents. The physical examination refers to the General Standard for Physical Examination of Civil Servants in Guizhou Province. The time and place will be notified separately, and the applicants will take care of themselves.
(7) check. Those who pass the physical examination are the objects of investigation, led by the leading group for the introduction of talents. Vacancies caused by unqualified physical examination, inspection and other links or automatic abandonment will not be filled.
Seven. fringe benefit
If the high-level and urgently needed talents introduced publicly belong to the staff of public institutions, the salary, welfare, pension insurance, housing provident fund and other benefits shall be implemented according to the same post standards in the county; Their spouses and children can settle down and live in the place where the employer is located, free of all expenses except those stipulated by laws and regulations. The resettlement can be carried out according to the Implementation Measures for Recruiting Talents and Introducing Talents in Sinan County (Trial) (Si Dangban Zi [202 1] No.51). After the probation period expires, those who pass the formal examination and meet the requirements stipulated in the Implementation Measures for Recruiting Talents and Enlightening Talents in Sinan County (Trial) (No.51No.2021) will be paid wages as required.
Eight, discipline supervision
The whole process of this open introduction is supervised by the discipline inspection and supervision organs and all sectors of the society, strictly implementing the Provisions on Handling Disciplinary Actions in Open Recruitment of Public Institutions (Order No.35 of Ministry of Human Resources and Social Security) and the Regulations on Management of Personnel Avoidance in Public Institutions (Ministry of Human Resources and Social Security [2065 438+09] 1), and consciously accepting the supervision of discipline inspection and supervision departments, superior departments and society.
