China Mobile has invested a lot of manpower and material resources in employee training. With the continuous updating and progress of technology and ideas, the traditional training and learning methods can no longer meet the modern requirements. China Mobile needs to provide more advanced means for employees' learning and training, and manage, distribute and absorb relevant knowledge in an efficient, fast and cheap way. Therefore, China Mobile decided to establish an online education service system managed by the group company to meet the training and teaching needs of China Mobile.

The traditional face-to-face instruction-centered learning and training method is far from meeting people's actual needs because of its shortcomings, such as consuming resources, requiring personnel to leave their posts centrally, slow updating of content, lack of pertinence, timeliness and tracking management mechanism. Online education system with computer and Internet technology as the core will be the way to solve this problem.

Most of the enterprise information systems of China Mobile are independently built by provincial companies, while the online education system is built by group companies, which has been integrated with human resources systems, enterprise portal systems and knowledge management systems in various provinces. The whole project was officially launched in March 2006, and the trial operation began in July 2006.
