In order to implement the Compulsory Education Law of People's Republic of China (PRC), according to the relevant provisions of the Notice of the Ministry of Education and the Fujian Provincial Department of Education on Doing a Good Job in the Enrollment of Compulsory Education in Cities (Ji Jiao Yiting [20 16] 1No.), and further strengthen the enrollment management in the compulsory education stage, with the consent of Zhangzhou Recruitment Committee, we hereby put forward the following opinions on the enrollment of the first grade public primary schools directly under Zhangzhou City:
First, strengthen leadership and standardize the enrollment system.
1. The Municipal Education Bureau set up the "Zhangzhou Primary School Enrollment Leading Group" headed by the director, and set up the "Zhangzhou Primary School Freshman Qualification Verification Group" to check the freshmen registration materials reported by the school.
2. The school should set up an "enrollment working group" headed by the principal, which is responsible for studying and formulating the enrollment plan of the school, publishing the enrollment brochure, and designating a special person to explain the enrollment policy. And investigate, review, fill in, classify and confirm the freshmen who apply for admission one by one.
Second, the enrollment plan
Zhangzhou Shixiao Shengli Campus plans to enroll 270 students in 6 classes and 270 students in 6 classes in Tengfei Campus. The first grade affiliated to Longshi Primary School plans to enroll 270 students in 6 classes.
Third, the scope of the teaching field.

Fourth, the enrollment target
Enroll eligible children over 6 years old, that is, school-age children born before August 3, 20654381day (including August 3 1 day).
(1) Students in the teaching area
Admission should be based on the principle of "consistency between people and households", that is, the registered permanent residence and actual residence of school-age children and their parents (or one parent) are in the teaching area, and only 1 school-age children (except families with many children legally) can attend primary schools in the teaching area within 6 years of the same residential property. In addition, one of the following conditions shall be met:
1. Parents of school-age children have residential property in the teaching area. Parents must provide the following documents: ① Property right certificate of the parents of school-age children in the teaching area (or purchase invoices and purchase contracts filed by the housing management department, or loan mortgage contracts and purchase invoices, or land certificates of farmers' self-built houses); ② "No other school-age children have attended this address within six years".
2. If the grandparents of school-age children have residential property in the teaching area, the school-age children have been born in the same book with their grandparents and actually live here. Parents must provide the following documents: ① property right certificate of grandparents (or grandparents) of school-age children in the teaching area (or purchase invoices and purchase contracts filed by the housing management department, or loan mortgage contracts and purchase invoices, or land certificates of farmers' self-built houses); (2) Household register of school-age children born with grandparents (except those newly purchased in the name of grandparents). ③ "No other school-age children have attended this address within six years".
3. Parents of school-age children who have no real estate in urban areas and rent public houses in this city (or residential buildings whose parents have not changed rooms) must hold legal and effective housing lease procedures issued by the Municipal Housing Authority, and the birth declaration account of school-age children is here and actually lives with their parents. Parents need to provide the following documents: ① lease contract (or unit certificate) issued by the municipal housing management department; (2) the household register of school-age children born with their parents (except those who moved from outside the city due to changes in their parents' work); (3) the certificate issued by the housing management department that "school-age children and their parents have no other real estate in the urban area"; (4) "Proof that the household registration survey really lives here" and "No proof that other school-age children have studied at this address within six years".
If the materials of household registration and residential real estate provided in the above 1 2 are inconsistent with the listed documents, they must be provided again: ① the certificate issued by the housing management department that "school-age children and parents have no other real estate in the urban area"; (2) "Proof that the household registration survey really lives here".
"School-age children and their parents have no other property certificates in urban areas". Parents of school-age children entrust the school to collect evidence when registering. According to the evidence, if there is no other property, it shall be registered; If there are other properties, go back to the primary school in the teaching area where the property is located. "Proof that the household registration survey really lives here" and "Proof that no other school-age children have studied at this address within six years" are provided by the school after the investigation.
(two) students from Taiwan, Hong Kong and Macao and overseas Chinese.
Children of Taiwanese businessmen who invest, do business and run enterprises in Zhangzhou and now live in the teaching area of municipal primary schools, as well as children of overseas Chinese, Hong Kong and Macao who actually live in the teaching area and have property rights, can apply to attend municipal primary schools. Parents' application, under the premise of ensuring the students in the teaching area, can be accepted only after being audited by the receiving school and approved by the municipal primary school enrollment verification team and the leading group.
(3) Children of troops stationed in Zhangzhou
Children of servicemen in the armed forces are enrolled in municipal public primary schools according to the principle of "three decisions", that is, the armed forces must jointly build, that is, the armed forces must send active military forces to jointly build municipal primary schools and sign a co-construction agreement; The second is to determine the level of military cadres, that is, the children of cadres at or above the regimental level must be eligible to enter municipal primary schools, and the children of cadres at or above the battalion level must be eligible to enter municipal primary schools; There are three fixed numbers, that is, Zhangzhou Shixiao recruits 45 children of military families every year, and Longshi Primary School recruits 25 children of military families every year. According to this principle, the front desk reviews and submits the enrollment list, and the school is responsible for collecting parents' military officer's cards, marriage certificates, ID cards and students' household registration materials for review and confirmation.

With the approval of the Provincial Department of Education, the specific enrollment items and numbers of sports specialty students are: 10 gymnasts (5 males and 5 females), 8 trampolines (4 males and 4 females) and 8 Taekwondo students (4 males and 4 females) attached to the middle school of Longshi Primary School. The enrollment scope is limited to students from xiangcheng district and longwen district. There are two conditions for admission: first, admission is based on the on-site score, admission is above 70 points, and admission is below 70 points; 2. If the number of applicants is less than the number of students enrolled, the number of students enrolled shall be reduced according to the ratio of the number of applicants to the number of students enrolled 1.5: 1.
