After the founding of the Republic of China, the provincial government proposed to jointly establish universities in Yunnan, Sichuan and Guizhou provinces, but the establishment of joint universities failed due to frequent civil wars. Dong Ze suggested to Tang, the governor of Yunnan, that with the support of Tang, a university should be established by Yunnan alone, and entrusted Dong Ze to co-establish it with the director of education. During this process, the Tang Dynasty event happened in Yunnan, and the Tang family left and stopped to prepare for college.

1922, presided over by Tang Hui-Dian, resumed the preparatory office of the university, presided over by Dong Ze, and actively carried out the school-building work-Huize College and the teaching building for physical and chemical experiments.

1September, 922, Dong Ze was officially appointed as the principal. On February 8, 65438, the school was founded, and it was named Donglu University (predecessor of Yunnan University) under the pseudonym of Tang, the owner of East China.

When Dong Ze was in charge of university work, he made great efforts to lobby overseas Chinese to raise funds, gradually build more school buildings, purchase teaching equipment, build new gymnasiums, enrich library collections and create better learning conditions for students. Dong Ze has not only made great achievements in educational management, but also achieved high academic attainments. 1925 was awarded the title of "Academician of French Academy of Sciences".

While running Northeastern University well, we should improve and expand the board of directors of private Chengde Middle School and turn it into a model middle school. The first art school in Yunnan was founded in Shuangta Temple in Kunming, which can accommodate more than 200 students, laying the foundation for education in yunnan art. 1930, the Yunnan provincial government decided to change the private Donglu University into the provincial Donglu University, stop the preparatory course, and Dong Ze resigned as the president.

After Dong Ze left, he successively served as director of education, director of finance and director of general office in Yunnan Fudian Bank. At that time, the traffic in Yunnan was very backward. Apart from the Yunnan-Vietnam Railway, there are no railways and highways in this province. Developing transportation is the primary condition for developing Yunnan's economy. 1923, Dong Ze was appointed as the acting traffic director. At the end of that year, the Yunnan office officially appointed Dong Ze as the director of transportation with No.5 instruction. After he took office, he planned to build the Kunming-Shezi railway plan on 12 and reported it to Tang Dynasty.

1February, 924, together with Ma, the military and political director, submitted the Regulations on the Construction of Western Provincial Roads by Yunnan Engineers, and with the approval of the provincial meeting, a military division was assigned to be reorganized into engineers for trial implementation. In order to recruit talents, Dong Ze sent a telegram to He Yao in Philadelphia, USA on May 6 1924: "The Yunnan-Myanmar Highway will be built soon, and tell Li Mingtian to return to Yunnan." On September 19, Li, technical director of West Yunnan Highway Engineering Office, arrived at his post. In addition, Duan Wei in the United States and Liu Fatang in France are technical talents invited by Dong Ze.

After the founding of People's Republic of China (PRC), Dong Ze served as a representative of Yunnan Province, a member of the Higher Education Committee, a member of the Standing Committee of CPPCC and a counselor of the provincial people's government.
