At present, the situation of epidemic prevention and control in COVID-19 is still severe and complicated. The provincial government decided not to open schools and kindergartens in our province before the end of February. Since March, junior high schools and senior high schools in the province have continued to organize online teaching, middle and senior primary schools and special education schools have implemented home-based learning guidance, and primary schools and kindergartens have implemented home-based learning guidance. The official start time of primary and secondary schools will be determined and released after scientific evaluation according to the epidemic situation. In order to standardize the implementation of epidemic prevention and control in primary and secondary schools in our province, postpone the online education and teaching during the school term, minimize the impact of the COVID-19 epidemic on primary and secondary education and teaching, strive to achieve the goal of "suspension of classes", and promote the healthy growth and all-round development of primary and secondary school students, the online education and teaching in primary and secondary schools during the epidemic prevention and control period is hereby notified as follows.
First, carefully organize the implementation of online teaching
(A) clear the task requirements of network teaching. Network teaching in junior high school and ordinary senior high school is to carry out education and teaching activities such as course teaching, academic counseling and answering service for students by using network education platform and network media. Primary schools and special education schools implement family-based learning guidance for middle and senior grades, that is, online self-study, course review and preview, holiday homework guidance, etc. The first and second grades of primary schools and kindergartens implement family-based life and study guidance, and there is no uniform rigid requirement. Kindergartens mainly assist parents to scientifically arrange children's home life activities, and online teaching is strictly prohibited.
(two) the development of online teaching plan and implementation plan. According to the national curriculum plan and curriculum standards, combined with the current characteristics of students studying at home, the Provincial Department of Education will organize experts to formulate the requirements and method guides for online teaching in the province, and provide necessary guidance for schools and teachers who carry out online teaching. Schools around the country should, in accordance with the requirements and methods of online teaching of the Provincial Department of Education, and in combination with the actual situation of local schools, carefully prepare online teaching plans and specific implementation plans, scientifically arrange the combination of online teaching and offline activities at home, and make overall consideration of the connection between home learning and normal learning after returning to school. The implementation plan of each school must be approved by the local education administrative department before it can be implemented, and every student and parent should be informed in an appropriate way.
(3) Scientific design of network teaching content. Schools all over the country should implement the fundamental task of educating people with moral education and design teaching content according to the requirements of "five educations simultaneously". We should take the epidemic situation as a teaching material, put the promotion of students' harmonious physical and mental development and the cultivation of students' autonomous learning ability in an important position, highlight the education of patriotism, civic morality, public health, life consciousness and mental health, pay attention to the guidance of learning methods, sort out knowledge points, practice intensive lectures, home exercise, labor education and other contents, and promote the organic combination of epidemic prevention and control knowledge learning and national curriculum learning.
(4) Adopt appropriate network teaching forms. Schools around the country should provide information resources such as internet, TV and radio according to the principles of precise policy, teaching students in accordance with their aptitude, facilitating teachers, students and families, and according to the physical and mental development and learning laws of students of different ages, and carry out online teaching by means of resource transmission such as live broadcast, recording and broadcasting, and on-demand. The broadcast resources can be replayed or replayed, which is suitable for students to watch at home at any time. Schools should take the forms of online interactive questioning, online Q&A counseling and online homework feedback to form a school-based closed-loop online learning space. You can also organize online teaching and family study (life) guidance through QQ group and WeChat group.
(5) Do a good job in the connection between online teaching and after-school teaching. Online teaching is a special emergency measure to prevent and control the epidemic situation during the school extension period. After returning to school, the school should diagnose and evaluate the quality of students' online learning, and then carry out new curriculum teaching on the basis of ensuring that every student has a good grasp of what he has learned. For grades, classes or students who have not carried out online teaching, we must resolutely implement "zero starting point" teaching.
(6) Constructing the organization and management mechanism of online teaching. Network teaching should adhere to the mechanism of provincial overall planning, organization and management of districts, cities and counties (cities, districts) and concrete implementation of primary and secondary schools. Local education administrative departments should set up special working classes with directors of command, basic education, teaching and research, audio-visual education and other departments. , responsible for and ensure the normal development of online teaching. Give full play to the main role of the school, and in principle, ordinary high schools organize and implement online teaching with the school as the unit; Compulsory education schools and kindergartens are organized and implemented under the unified deployment of county-level education administrative departments; Secondary vocational schools are implemented in accordance with the Guiding Opinions on Extending Online Teaching in the Spring of 2020 issued by the School Prevention and Control Group of the Leading Group for Epidemic Prevention and Control in COVID-19 Province. For a few schools that do not have online teaching conditions, the education authorities will co-ordinate the implementation of peer-to-peer pairing assistance. All schools should encourage all class teachers and classroom teachers to go to work online, guide students to learn online by class, and strive not to let a student fall behind.
Second, carefully choose online teaching resources.
(1) Select and record quality teaching resources. According to the course teaching arrangement, all local schools should scientifically and rigorously screen the vast amount of teaching resources on the Internet at present, and choose high-quality teaching resources suitable for students. Resources that can only be obtained by using the education APP must be filed in accordance with relevant regulations. Self-made teaching resources should select backbone teachers with high teaching level, training and network teaching experience as network teaching teachers, and arrange recording, broadcasting and pushing in a unified way. Resolutely avoid "one size fits all" and do not force all teachers to participate in recording or live broadcast.
(2) Optimize national and provincial teaching resources. Recently, a series of high-quality courses and teaching resources such as the national primary and secondary school network cloud platform, China Education TV Channel 4 and the "Learning Power" platform have been produced and delivered. "Aerial Classroom of Provincial Famous Teachers" has released three issues of "all-learning, all-discipline, all-famous, all-weather" quality courses and teaching resources announcements, and links have also been released to electronic textbooks for primary and secondary schools in the province; Before the end of February, we will continue to promote a number of high-quality curriculum resources and shoot special lectures on learning methods and holiday homework guidance in various periods under the network environment. Schools and teachers and students around the country can give priority to the use according to the actual situation.
(3) Strengthen the audit of online teaching resources. All online teaching resources entering the school must be audited by professionals organized by the education administrative departments at or above the county (city, district), and a recommended catalogue will be formed, which will be selected and used by the school. Schools can integrate the resources in the recommended catalogue according to the epidemic situation, school situation and learning situation, and the teaching resources provided to students must be politically safe, scientific in content, qualified in quality and free.
Third, reasonably control the network teaching process.
(1) Slow down the progress of online teaching. All local schools should fully consider the characteristics and limitations of students' home study and online teaching, strengthen process evaluation and feedback, timely understand the acceptance of the vast majority of students, and timely adjust the teaching plan and online curriculum. The progress of online teaching is slower than that of offline classroom, and we should resolutely prevent copying the conventional classroom teaching methods and teaching arrangements. Teachers are encouraged to properly integrate the curriculum and carry out education and teaching by offline autonomous learning and online feedback and answering questions.
(2) Control the length of online teaching. Schools around the country should conscientiously implement the requirements of myopia prevention and control, and pay special attention to eye health when carrying out online teaching. Each class in primary schools does not exceed 20 minutes, and the total length of online teaching every day does not exceed 80 minutes; Each class in junior high school and senior high school does not exceed 30 minutes, and the total length of online teaching every day does not exceed 3 hours and 4 hours respectively; The rest time is usually 15 minutes.
(3) control and reduce the total amount of students' homework. Schools around the country should control the total amount of students' homework as a whole, and implement flexible homework and hierarchical homework. Homework is not assigned in the first and second grades of primary school. The daily homework time of the third to sixth grades of primary school, junior high school and senior high school shall not exceed 1 hour, 1.5 hour and 2 hour respectively. Students are not allowed to "punch in" on the Internet, upload learning videos and print and correct homework every day. Don't give homework to parents.
Fourth, focus on improving the quality and efficiency of online teaching.
(1) Pay attention to home-school cooperation in educating people. Schools all over the country should closely communicate with their families and schools through various channels, guide parents to actively cooperate with schools to do a good job in online teaching, accompany their children to make family study plans together, and develop good work and rest habits; Supervise children to control the use time of electronic products and prevent them from indulging in internet and video games; Pay attention to cultivating students' autonomous learning ability and improve children's online learning efficiency.
(2) Caring for special groups. Schools around the country should increase their care for special groups, pay close attention to the special needs of children of frontline workers in epidemic prevention and disease prevention, children of poor families, children left behind in rural areas, children of migrant workers, and children who are alone at home after returning home, and take appropriate measures to provide more targeted and intimate online teaching services.
(3) Do a good job in technical and service guarantee. Under the leadership of the local government, local education administrative departments should actively strive for the support of finance, industry and information technology departments, network operators, television media and other enterprises, give full play to the advantages of various professional institutions such as education, teaching and educational technology, and further improve the hardware and equipment guarantee, technical support and curriculum resources construction of online teaching. With the support of Jiangsu Radio and Television Cable Information Network Co., Ltd., the Provincial Department of Education will provide free TV channels to carry out online teaching according to local needs. We should attach great importance to network information security and resolutely prevent and put an end to the spread of harmful information and bad information. Teachers' participation in online teaching should be included in teachers' training hours and workload, and should be considered as a whole in performance salary distribution and assessment.
(4) Strengthen supervision and implementation. Local education administrative departments should perform their duties, supervise and inspect the implementation of the requirements related to network teaching in primary and secondary schools during the delayed start of school, and all practices that do not meet the spirit of the above requirements will be stopped or corrected.
