According to the Law of People's Republic of China (PRC) on the Protection of Minors, the state, society, schools and families should strengthen the publicity and education of minors' network literacy, cultivate and improve minors' network literacy, enhance their awareness and ability of scientific, civilized, safe and rational use of the network, and protect their legitimate rights and interests in cyberspace.

The state encourages and supports the creation and dissemination of network content that is conducive to the healthy growth of minors, and encourages and supports the research, development, production and use of network technologies, products and services that are specifically aimed at minors and suitable for their physical and mental health characteristics.
