2, in conjunction with the relevant departments responsible for the establishment, cancellation and change of public high schools and vocational schools qualification and approval; To guide and supervise the construction of basic education facilities and the disposal of idle educational assets in the whole region in conjunction with relevant departments.

3, comprehensive management of pre-school education, basic education and secondary vocational and technical education, adult education, according to the authority to manage social forces to run schools, responsible for the implementation of academic education, pre-school education and other non-academic private cultural education and training institutions to set up, change, terminate the examination and approval; Responsible for the preliminary examination of the establishment, change and termination of private high schools.

4, to participate in the study and formulation of the region's economic, cultural, sports, science and technology system reform plan, coordinate and guide the reform of school-running system and education system.

5, in conjunction with the relevant departments to study and formulate policies and measures to raise education funds and education budget standards, responsible for putting forward the comprehensive budget plan of annual education funds of district-level education departments and supervising and managing its use, responsible for compiling the annual final accounts of education funds inside and outside the budget of the whole region, and jointly with relevant departments to formulate the annual use plan of district-level education surcharge and local education development expenses and organize its implementation.
