Wuhou district administrative examination and approval bureau and Wuhou district people's government administrative service center implement the operation mode of "one institution with two brands" The main responsibilities are: (1) to standardize the administrative examination and approval work in the whole region and establish and improve the corresponding working mechanism; (two) to be responsible for the guidance and supervision of the government service windows of various departments in the region and the social affairs service centers of various street offices; (three) responsible for the administrative examination and approval of the relevant functional departments, and bear legal responsibility for the consequences of the examination and approval; (four) responsible for establishing and improving the efficient and convenient government service system in the whole region; (five) responsible for the comprehensive quality and ability training of the staff of the government service window in the whole region, and organizing the window and its staff to provide standardized, efficient and high-quality services; (six) responsible for the daily management of the district government affairs service hall, social security employment service hall and Wuhou New Town government affairs service sub-center; (seven) to undertake other tasks assigned by the district party committee and district government.

The district administrative examination and approval bureau (district government affairs center) has seven internal organs, namely: office, policy and regulation department, social matters examination and approval department, economic matters examination and approval department, construction matters examination and approval department, coordination management department and guidance and supervision department. There is a public institution under the Civil Service Law-Wuhou New Town Sub-center of the District Government Service Center, and there is a public institution with approved revenue and expenditure and full budget management-Wuhou District Government Information Center.

The establishment of Wuhou District Administrative Examination and Approval Bureau is based on the spirit of Article 25 of People's Republic of China (PRC) Administrative Licensing Law that "with the approval of the State Council, the people's governments of provinces, autonomous regions and municipalities directly under the Central Government can decide an administrative organ to exercise the administrative licensing power of the relevant administrative organ according to the principle of simplification, unification and efficiency" and the State Council's proposal of "actively exploring the relatively centralized administrative licensing power and promoting the comprehensive law enforcement pilot". Established in accordance with the requirements of the central "big department" system and the principle of "simplification, unification, high efficiency and convenience" and the principle of separating examination and approval from management supervision, it is the product of the reform of the administrative examination and approval system with relatively centralized administrative licensing rights as the core in Wuhou District. The establishment of the administrative examination and approval bureau is a thorough reform of the administrative examination and approval system in Wuhou District, in order to break the institutional obstacles of administrative examination and approval, completely solve the problems of "only registering, not seeing a doctor" and "emphasizing examination and approval over supervision" and "escrow by trial" in daily work, focus on standardizing administrative examination and approval behavior, and establish a unified, efficient, fast and convenient new mechanism for administrative examination and approval.

After the establishment of the administrative examination and approval bureau, Wuhou District Government will set up the office of the district organization establishment committee, the district development and reform bureau, the district education bureau, the district economic and scientific information bureau, the district civil affairs bureau, the district finance bureau, the district human resources and social security bureau, the district environmental protection bureau, the district construction bureau, the district real estate management bureau, the district urban management bureau, the district traffic and municipal facilities management bureau, the district urban and rural work bureau, the district commerce bureau, the district cultural and sports tourism bureau, the district health bureau, the district population and family planning bureau, and the district health bureau.

After the transfer of functions, the district administrative examination and approval bureau made great efforts to build a professional examination and approval team, build a new mechanism for administrative examination and approval, fully implement ISO international quality system standards, comprehensively carry out national and provincial administrative service standardization pilots, comprehensively optimize the examination and approval process, make great efforts to build a new examination and approval platform with both physical hall and online virtual government hall, launch a "joint examination and joint office" operation mode, and launch a new service model of 3D real-life government hall, which greatly improved the efficiency of administrative examination and approval. Compared with before the reform of administrative examination and approval system, the efficiency of administrative examination and approval in Wuhou District has increased by more than three times on average, which has been widely recognized by leaders and experts at all levels and won wide praise from the masses. After the establishment of Wuhou District Administrative Examination and Approval Bureau, it won the media award of "China's Favorite Tianfu Model" in 2009, the first prize of the third National Administrative Service Innovation Forum (Experience), and the third "Outstanding Contribution Award for Building Chengdu" and many other honors.
