According to the Regulations on Ideological and Political Education for College Students issued by the Ministry of Education of China (Order No.43 of the Ministry of Education), the requirements for counselors are: to abide by the professional standards of patriotism and law-abiding, to be dedicated to their posts, to educate people, to study for life, and to be a teacher; Take students as the center, care for students, serve students, grasp the law of students' growth, and constantly improve students' ideological level, political consciousness, moral quality and cultural accomplishment. This provision does not explicitly require that the counselor must be party member.
