In order to further improve the professional quality of registered construction engineers, according to the Regulations on the Administration of Registered Construction Engineers (Order of the Ministry of Construction 153), we have formulated the Interim Measures for the Administration of Continuing Education of Registered Construction Engineers. Interim Measures for the Administration of Continuing Education of Registered Architects

Chapter I General Provisions

Article 1 In order to further improve the professional quality of registered construction engineers, improve the management level of construction projects, ensure the quality and safety of projects and promote the development of the construction industry, these Measures are formulated in accordance with the Regulations on the Administration of Registered Construction Engineers.

Article 2 Registered construction engineers should master the relevant laws, regulations, standards and norms of engineering construction through continuing education, enhance their professional ethics and awareness of honesty and law-abiding, be familiar with the new methods and technologies of engineering construction project management, sum up their work experience and lessons, and constantly improve their comprehensive quality and practical ability.

Article 3 Registered architects' participation in continuing education according to regulations is a necessary condition for applying for initial registration, renewal registration, additional registration and re-registration (hereinafter referred to as registration).

Chapter II Organization and Management of Continuing Education

Article 4 The competent department of housing and urban-rural construction in the State Council shall exercise unified supervision and management over the continuing education of registered construction engineers nationwide, the relevant departments in the State Council shall be responsible for the supervision and management of the continuing education of registered construction engineers in this specialty, and the competent department of housing and urban-rural construction at the provincial level shall be responsible for the supervision and management of the continuing education of registered construction engineers in this region.

Fifth registered architects to participate in the organization of continuing education to take the principle of combining grading and specialization. The State Council housing and urban construction, railways, transportation, water conservancy, industrial informatization, civil aviation and other departments or their entrusted industry associations (hereinafter referred to as professional lead departments) organize registered construction engineers of this major to participate in continuing education, and the provincial housing and urban construction department organizes secondary construction engineers to participate in continuing education.

Article 6 The professional lead department shall recommend the first-class registered architect continuing education and training unit as required, and report it to the competent department of housing and urban-rural construction in the State Council for review, and the provincial competent department of housing and urban-rural construction shall review the second-class constructor continuing education and training unit, and report it to the competent department of housing and urban-rural construction in the State Council for the record. The training scale of training units should be basically balanced with the number of construction engineers who should participate in continuing education this year.

Seventh professional lead department is responsible for the training of full-time teaching teachers in the continuing education and training units of first-class registered construction engineers, and the provincial housing and urban-rural construction department is responsible for the training of full-time teaching teachers in the continuing education and training units of second-class construction engineers. Teachers who have passed the training can engage in the teaching of continuing education of registered construction engineers according to regulations.

Article 8 The competent department of housing and urban-rural construction in the State Council shall publish the list of training units on China Architects Network (website: www.coc.gov.cn).

Chapter III Continuing Education Teaching System

Article 9 The competent department of housing and urban-rural construction in the State Council shall, jointly with the relevant departments in the State Council, organize the formulation of the teaching syllabus and teaching materials for the continuing education of registered architects.

Tenth leading departments of each major are responsible for the compilation of the teaching materials of the first-level builders of this major, and the competent departments of housing and urban-rural construction at the provincial level are responsible for the compilation of the teaching materials of the second-level builders.

Eleventh compulsory courses include the following contents:

(1) Laws, regulations and related policies related to engineering construction.

(two) the professional ethics and integrity system of registered construction engineer.

(three) the new theory, new method, new technology and new technology of construction project management.

(4) Case analysis of construction project management.

The contents of elective courses include: (1) the relevant knowledge of construction project management that the leading departments of various disciplines think the first-level constructor needs to supplement; Provincial Department of Housing and Urban-Rural Development believes that the second-level construction engineer needs to supplement the relevant knowledge of construction project management.

Article 12 The competent department of housing and urban-rural construction in the State Council is responsible for compiling the compulsory courses of continuing education for first-class construction engineers, and the leading departments of each major are responsible for compiling the elective courses of continuing education for first-class registered construction engineers of this major and reporting them to the competent department of housing and urban-rural construction in the State Council for summary. The provincial department in charge of housing and urban-rural construction shall be responsible for compiling the continuing education courses for secondary builders within their respective administrative areas, and report them to the department in charge of housing and urban-rural construction in the State Council for the record. The course arrangement was published by the competent department of housing and urban-rural construction of the State Council on the website of China Architects.

Chapter IV Responsibilities of Training Units

Thirteenth training units should have vocational education experience or professional education experience above junior college, with school license, fee license, fixed teaching place, and no less than five full-time teachers.

Fourteenth full-time teachers should meet the following conditions:

(a) bachelor degree or above, engaged in construction industry related work for more than 5 years.

(two) engaged in the construction industry training for more than 2 years.

(3) Having rich practical experience or a higher theoretical level.

(4) It has no illegal acts and bad credit records in the past five years.

(five) organized by the professional lead department or the provincial department in charge of housing and urban construction training.

Fifteenth training units are directly responsible for the quality of training. Training units shall, in accordance with the curriculum arrangement of continuing education announced by the competent department of housing and urban-rural construction in the State Council, use the prescribed teaching materials, and collect fees in accordance with the relevant provisions of the state, and shall not collect fees arbitrarily or apportion them in disguised form. Training units must ensure the quality of teaching and be responsible for recording and testing the learning situation. Testing can take the form of examination, assessment, case analysis, writing papers, submitting reports or participating in practical operations.

Sixteenth to complete the required hours and pass the exam, the training unit shall report to the leading departments of various disciplines or the provincial department in charge of housing and urban construction for confirmation, issue a certificate of continuing education for registered architects in a unified way, and affix the seal of the training unit.

Article 17 Training units shall promptly report the list of registered construction engineers' continuing education and training students, training contents, class hours, test scores and other information in the form of written and electronic information management systems to the professional lead department or the provincial competent department of housing and urban construction. The professional lead department or the provincial housing and urban-rural construction department confirmed and sent to the housing and urban-rural construction department of the State Council for the record.

Chapter V Ways of Continuing Education

Eighteenth registered construction engineer should choose the training unit published by China Construction Engineer Network to receive continuing education in the place where the enterprise is registered. A first-class registered construction engineer who is the person in charge of the project outside the place where the enterprise is registered may receive continuing education at the place where the project is located after reporting to the professional lead department for the record. Individual professional registered construction engineers can participate in continuing education across regions under the unified arrangement of leading professional departments. A registered architect may, within the validity period of each registration, arrange the hours of continuing education centrally or annually according to the needs of his work.

Article 19 Registered professional construction engineers shall participate in continuing education for no less than 120 hours per registration cycle, including 60 hours of compulsory courses and 60 hours of elective courses. Registered two or more majors, each additional major should also participate in 60 hours of continuing education in the added major, including 30 hours of compulsory courses and 30 hours of elective courses.

Article 20 A registered construction engineer shall engage in the following work within the validity period of each registration and obtain corresponding certificates, which can be used to offset part of the hours of elective courses in continuing education. Within the validity period of each registration, the cumulative hours of continuing education elective courses shall not exceed 60 hours.

(a) to participate in the preparation and proposition work of the national construction engineer qualification examination outline, each time for 20 hours.

(two) engaged in the compilation of continuing education teaching materials for registered construction engineers, each calculation is 20 hours.

(3) If academic papers on construction project management are published in publicly issued provincial and ministerial periodicals, each article of the first author will count as 10 class hour; Publicly published monographs and textbooks of more than 50,000 words, the first and second authors each count 20 hours.

(four) to participate in the continuing education of construction engineers, and to charge according to the hours.

The hours of continuing education for first-class registered construction engineers shall be determined by the professional lead department; The charging standard for continuing education hours of two-level construction engineers shall be determined by the provincial competent department of housing and urban-rural construction.

Twenty-first registered construction engineer continuing education is mainly face-to-face. At the same time, to explore the way of online education, the professional lead department or the provincial department in charge of housing and urban-rural construction that intends to adopt online education should report the management measures and work plan to the department in charge of housing and urban-rural construction in the State Council for review, and be responsible for the training quality of online education.

Article 22 The certificate of continuing education for registered architects obtained after completing the required class hours and passing the examination is an important basis for architects to apply for registration.

Chapter VI Supervision, Management and Legal Responsibility

Twenty-third professional lead departments, the Provincial Department of Housing and Urban-Rural Development to implement dynamic supervision and management of training units, including the investigation and handling of complaints from training units, and be responsible for supervising the training quality of training units.

Twenty-fourth professional lead departments, provincial housing and urban construction departments to deal with training units to conduct regular and irregular inspections, and at the end of each year, the inspection will be submitted in writing to the housing and urban construction departments of the State Council for the record. The competent department of housing and urban construction in the State Council conducts spot checks on the training of training units.

Twenty-fifth training units have one of the following acts, by the professional lead department, the provincial housing and urban construction department to give a warning until the cancellation of training qualifications, and reported to the the State Council municipal housing and urban construction department unified announcement. If the training qualification is cancelled, the continuing education of registered architects shall not be carried out within five years.

(a) the relevant system of continuing education and training of registered construction engineers is not strictly implemented.

(two) the use of unified training materials, course content, training schedule, etc ... Does not comply with the relevant provisions.

(three) do not have independent training ability, unable to undertake normal training tasks.

(D) chaotic organization and management, training quality is difficult to guarantee.

(five) no school license or fee permit.

(6) There is no fixed teaching place.

(seven) the number and level of full-time teaching teachers or teachers do not meet the requirements.

(eight) there is no normal financial management system, arbitrary charges or disguised apportionment.

(nine) sell, lease, lend or illegally transfer training qualifications in other forms.

(ten) through fraud, forgery, fraud and other illegal means to issue the "certificate of continuing education of registered architects" or modify the training information.

(eleven) failing to truthfully report the list of continuing education and training students, training content, class hours, test scores, etc. ...

(twelve) other circumstances that are not suitable for continuing education activities.

Twenty-sixth registered construction engineers should participate in continuing education, training and examination according to regulations. Those who do not participate in continuing education or who fail to pass the continuing education will not be registered.

Twenty-seventh for the use of fraud and other means to obtain the "certificate of continuing education of registered construction engineers", once found, immediately cancel their continuing education records, and recorded in the bad credit records, to the public.

Article 28 If the professional lead department, the Provincial Department of Housing and Urban-Rural Development and its staff have any of the following circumstances in the management of continuing education of registered architects, their higher authorities or supervisory organs shall order them to make corrections, and the directly responsible person in charge and other directly responsible personnel shall be punished according to law; If the case constitutes a crime, criminal responsibility shall be investigated according to law:

(a) agreed to carry out continuing education and training in units that do not meet the training requirements.

(two) do not perform the work that should be undertaken, resulting in the lack of continuing education.

(3) taking advantage of his position to accept property or other benefits from others.

(four) failing to perform the duties of supervision and management or ineffective supervision, resulting in serious consequences.

Chapter VII Supplementary Provisions

Twenty-ninth registered construction engineers enjoy the wages, insurance and welfare benefits stipulated by the state during their continuing education. Construction enterprises and employers such as survey, design, supervision, bidding agency and cost consultation should attach importance to the continuing education of registered construction engineers and urge them to receive continuing education on schedule. Among them, construction enterprises should provide financial and time support for registered construction engineers engaged in project management under construction.

Article 30 The professional lead department and the provincial department of housing and urban-rural development may, according to these measures, refine the specific matters of continuing education management for the professional first-level construction engineers and the second-level construction engineers within their respective administrative areas, including the recommendation procedures for training units, the compilation of elective textbooks, the compilation of curriculum arrangements, the determination of class hours, the training of full-time teaching teachers, the confirmation of qualified personnel list, and the implementation of dynamic supervision.
