1, Huai 'an is located in the north-central part of Jiangsu Province, east of Jianghuai Plain. Located in the Yangtze River Delta, it is an important central city in northern Jiangsu and a city in Nanjing metropolitan area. It is a prefecture-level city subordinate to Jiangsu Province and belongs to the official department-level organizational system;
