Diplomas issued by the Education Bureau represent professional education, including secondary specialized schools, secondary normal schools, junior colleges (universities) and undergraduate courses.

The diploma issued by the Human Resources and Social Security Bureau represents vocational school education, including various vocational and technical schools, technical schools and vocational high schools (vocational middle schools). Vocational school education is academic education, which is divided into primary, secondary and higher vocational school education.

Second, the learning content is different.

Diplomas issued by the Education Bureau represent academic qualifications mainly based on their professional knowledge. Admission requires unified recruitment, and graduation requires a dispatch card (registration card).

The graduation certificate issued by the Human Resources and Social Security Bureau represents the education for the educated to acquire the professional knowledge, skills and professional ethics required by a certain occupation or productive labor.

Legal basis: Article 19 of the Higher Education Law of People's Republic of China (PRC), a person who has graduated from senior secondary education or equivalent academic qualifications and passed the examination shall be admitted to an institution of higher learning with corresponding academic qualifications and be qualified as a junior college student or undergraduate.

Those who have graduated with a bachelor's degree or equivalent and passed the examination shall be admitted to institutions of higher learning or scientific research institutions approved to undertake the task of postgraduate education and obtain the qualification for postgraduate entrance.

Those who have graduated from a master's degree or have equivalent academic qualifications, after passing the examination, will be admitted to institutions of higher learning or scientific research institutions approved to undertake postgraduate education tasks and obtain doctoral qualifications.

Undergraduate graduates of specific disciplines and majors are allowed to directly obtain doctoral admission qualifications, and the specific measures shall be formulated by the education administrative department of the State Council.
