Diplomas issued by the Education Bureau represent academic qualifications mainly based on their professional knowledge. Admission requires unified recruitment, and graduation requires a dispatch card (registration card).

Legal basis: Article 19 of the Higher Education Law of People's Republic of China (PRC), a person who has graduated from senior secondary education or equivalent academic qualifications and passed the examination shall be admitted to an institution of higher learning with corresponding academic qualifications and be qualified as a junior college student or undergraduate.
