Formal staff of formal institutions belong to career establishment, while temporary staff and contract staff of institutions do not belong to career establishment. Institutions are social public organizations organized and led by state administrative organs, which have no production income, need public financial allocations, do not implement economic accounting, and mainly provide intangible production and labor services for education, science and technology, culture and health. Institutions accept the leadership of the government and are legal entities in the form of organizations or institutions.
