The Shandong Provincial Department of Education, the Department of Finance, the Department of Human Resources and Social Security, and the Disabled Persons' Federation recently jointly issued the Opinions on Developing Family Services for Children with Severe Disabilities in Compulsory Education. According to this opinion, door-to-door service follows the principles of family voluntary, regular door-to-door, tailor-made and free education, with door-to-door service as the main part, supplemented by community education and distance education. Each customer is sent to give lectures twice a week, with 3 class hours each time, with no less than 2 16 class hours per academic year.

Door-to-door service targets severely disabled children and adolescents aged 6- 15 who are unable to attend special education schools or ordinary schools in regular classes and have certain ability to receive education, including disabled children and adolescents who receive rehabilitation treatment in rehabilitation institutions and are centrally supported in children's welfare institutions.

The education administrative department at the county level shall be responsible for on-site service, which shall be organized and implemented by the relevant schools with the cooperation of the Disabled Persons' Federation at the same level. The public funds for disabled children and adolescents who enjoy educational services shall be implemented in accordance with the public funds standards for compulsory education students in special education schools, reaching 6,000 yuan and gradually increasing, and the areas that have exceeded the standard shall not be reduced. Appropriately raise the per capita funding standard for students with autism and cerebral palsy.
