Recently, the Ministry of Education, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance and the State Administration of Radio and Television jointly issued the Opinions on Vigorously Strengthening the Construction and Application of Online Education and Teaching Resources in Primary and Secondary Schools. This is the first normative document on the construction and application of online education and teaching resources in primary and secondary schools, led by the Ministry of Education and jointly issued by various departments since the formal start of the informatization of basic education in China in 2000.

I. The Opinions put forward five measures:

1. Strengthen the construction of national, provincial, municipal, county and school-level platform systems, make overall use of network and TV channels, promote resource sharing, complement channels and cover all students, and improve the national network cloud platform for primary and secondary schools and the air classroom of China Education TV.

2. Develop resources with high quality, and put the educational concept of all-round development of morality, intelligence, physique, beauty and labor throughout the resource construction, focusing on the development of two types of resources and widely gathering rich thematic educational resources. Four heights? (that is, the quality of education in the participating areas is high, the level of running schools is high, the teaching level of participating teachers is high, and the professional level of technical teams is high).

3, give full play to the role of platform resources, service students' autonomous learning, service teachers to improve teaching, service rural areas to improve quality, service to deal with major public events and enhance teacher-student interaction.

4. Improve the application ability of teachers and students, and strengthen the training of teachers; Improve students' information literacy and organically integrate the cultivation of information literacy into the education and teaching of various disciplines.

5. Improve the policy guarantee system. Set up key construction projects, and establish and improve the resource system and operation mechanism of online education and teaching platform for national and provincial primary and secondary schools in five years; Strengthen the guarantee of basic conditions, clarify the responsibilities of education and other departments, and strengthen cooperation; Promote the development and application of resources, and improve the mechanism of resource development and selection, high-quality resource reward and application.

In the context of the epidemic, the importance of online education has gradually become prominent. Schools and some educational institutions require teachers to teach their children online more or less. Let children have a brand-new class experience except in the school classroom. The release of the Opinions can strengthen and improve online platforms such as the national primary and secondary school network cloud platform. Let students interact with teachers on the platform, and let children learn independently on the platform when they are not in school. Online education platform can also share resources and be perfected within five years.
