1. Open the official website of Shenzhen Luohu District Education Bureau.

2. In the menu bar at the top of official website's homepage, find the "Education Service" option, hover the mouse over it, and a drop-down menu will pop up.

3. In the drop-down menu, find the "Give Honor" option, and then click Enter.

4. On the page of "Awards and Honors", find the option of "Teachers' Basic Skills Competition" and click Enter.

5. On the "Teachers' Basic Skills Competition" page, find the "Download Award Certificate" option, click Enter, click the download link, and download and save the award certificate.

6. On the "Award Certificate Download" page, enter the winner's name and ID number, and select the award category and number.

7. Click the "Query" button to display the download link of the winner's certificate.
