The second is to intensify inspections. Organize village groups and village committees to conduct a comprehensive inspection of farmers who build houses at different stages of the village committees, and immediately stop work for rectification if potential safety hazards are found, otherwise construction may not be carried out.

The third is to establish a system of accountability. The main leaders of villages and towns, leaders in charge, resident teams and villagers' committees signed a four-level joint responsibility certificate, and the farmers who implemented the rebuild project issued a commitment letter for safe construction and production.
