Seventh pre-school education institutions can be set up as boarding, full-time, half-day and time-counting.
Non-boarding preschool education institutions shall not accept children to stay in their own institutions. Eighth pre-school education institutions shall implement the relevant provisions of compulsory education schools, and the start time of winter and summer vacations shall be determined by themselves. During the winter and summer vacations, pre-school education institutions can continue to provide educational services according to parents' wishes, but staff should be arranged to be on duty by turns. Ninth kindergartens should arrange classes according to the age of children, nurseries can arrange classes according to the age of children, or they can arrange classes in a mixed way.
Preschool education institutions are equipped with teaching staff and fixed classes in accordance with the relevant provisions of the state and this Municipality. Preschool education institutions shall publicize the class quota, actual enrollment and faculty allocation at the entrance of the class activity room. Tenth pre-school education institutions should establish a shuttle management system, do a good job in child transport services. To provide vehicle pick-up and drop-off services, the relevant provisions of the Interim Measures for the Administration of School Bus Traffic Safety in Shenzhen shall be implemented, and special persons shall be appointed to look after the vehicles to ensure the safety of children. Eleventh pre-school education institutions should establish student status files for school children, and submit the information of new school children to the district education administrative department in paper and electronic form within ten working days from the date of school. In case of children's enrollment, transfer, dropout, etc., pre-school education institutions shall complete the change of relevant information within five working days from the date of enrollment, transfer and dropout. The municipal education administrative department shall formulate the format text of the student status file. Twelfth pre-school education institutions should establish safety management, health care, financial management, curriculum management, teaching and research, personnel management, file management, work meetings, home (institute) contact and other systems, improve the organizational structure, improve internal management. Thirteenth pre-school education institutions can charge fees for early childhood education.
The education fees of public preschool education institutions are set by the government. Private preschool education institutions independently and reasonably determine the standard of teaching fees according to the cost of running a school and the needs of development. The teaching fee standard of private pre-school education institutions in residential areas with property rights belonging to the government shall be determined by the educational administrative department and the organizer through agreement. Fourteenth pre-school education institutions provide meals and transportation services for school-age children, and can charge meals and transportation fees according to the principle of compensating reasonable costs. Fifteenth pre-school education institutions can organize children to participate in the physical examination of the items specified by the health department, buy school uniforms, and can collect medical examination fees and school uniforms on their behalf. Children's medical examination fees are subject to government guidance. Sixteenth in addition to public pre-school education institutions, all pre-school education institutions fees and standards must be reported to the local district price supervisor and education administrative departments for the record, after the announcement of the implementation.
Preschool education institutions shall provide the following information to the district price supervisor and the education administrative department for the record:

(2) charging items and standards;
(3) Pricing calculation data.
The administrative department of education shall examine the filing materials according to law, and shall order it to make corrections within a time limit if it finds illegal acts. Seventeenth pre-school education institutions should charge monthly fees, service time is less than a month of daily fees, with the consent of the parents of children can charge by semester.
Pre-school education institutions should issue bills issued by the tax or financial departments, and the children's physical examination fees and school uniform fees collected on behalf of them should be issued separately by legal bills provided by medical institutions and suppliers.
In addition to the fees charged by pre-school education institutions, the fees charged by pre-school education institutions shall be fully included in the institutional capital account, and recorded on the day of charging, with items set item by item, independently accounted for, and earmarked for special purposes, and shall not be misappropriated or misappropriated. The education fee is mainly used for the institution to carry out protection education activities and improve school conditions. Preschool education institutions shall, from the day after the children drop out of school or take leave, calculate the amount of meal refund on a daily basis, publish the accounts of children's food expenses to parents every month, carry them forward every month, and return the balance at the end of the period, which shall not be deducted or occupied. The use of other expenses will be announced to parents at the end of each semester, and will be settled by semester.
Preschool education institutions shall follow the principle of parents' voluntariness in addition to the fees for children's physical examination prescribed by the health department, and shall not be forced to provide other paid services.
